Research On The Responsibility Of County Government In Rural Domestic Sewage Rreatment

With the rapid development of the national economy,the people’s quality of life has been significantly improved.At the same time,the people’s demand for a better ecological environment is increasing.Strengthening the construction of ecological civilization has become a necessary measure to meet the people’s needs for a better life.In general,the quality of China’s ecological environment continues to improve,but there are still many problems in reality.In recent years,the problem of rural water pollution has become more prominent,which has seriously affected the living environment of rural residents and hindered the sustainable development of rural areas.In view of the characteristics of high cost,low income and long treatment cycle of rural domestic sewage treatment,it is difficult to realize the effective allocation of resources only by relying on the market,so it is necessary for the government to effectively assume the responsibility of rural domestic sewage treatment,among which,As a connecting link in the national government organization system,the county-level government plays a vital role in the effectiveness of rural domestic sewage treatment.Therefore,it has certain theoretical and practical significance to deeply explore the specific responsibilities of the county-level government in rural domestic sewage treatment,the problems in the process of performing their duties and the causes of the problems.Under the background that the country attaches great importance to the construction of ecological civilization,under the guidance of public product theory,responsible government theory and collaborative governance theory,this paper takes the field of rural domestic sewage as the micro-point of entry,and focuses on the responsibilities of county government in rural domestic sewage treatment.Firstly,the development process of rural domestic sewage treatment by county-level governments in China is reviewed,and the responsibilities of county-level governments in rural domestic sewage treatment are defined from four aspects:financial supply,publicity and education,organization and coordination,and supervision and management;Then,the problems in fulfilling the rural domestic sewage treatment responsibilities of county-level governments were summarized;By conducting a case study on the performance of the responsibilities of X County Government in rural domestic sewage treatment in Henan Province,the problems and causes of their performance are analyzed;Finally,based on the experience of other counties(districts)in China,this paper puts forward countermeasures to strengthen the responsibilities of the county government in the treatment of rural domestic sewage from four aspects: financial supply,publicity and education,organization and coordination,supervision and management,including increasing capital investment and optimizing the supply of environmental protection public goods;Expand information publicity and improve information publicity;Strengthen organization and coordination,and give full play to the integration of resources;Improve the supervision mechanism and strengthen supervision.It is expected to improve the effectiveness of the county-level government in treating rural domestic sewage and promote the construction of ecological civilization in China.
