In recent years,the promotion of urbanization of our country has made remarkable achievements,and the urban resident population is also increasing year by year.With the gathering of the population,the discharge of sewage has also increased sharply.The problem of sewage treatment has also become the most important factor affecting environmental quality and restricting social and economic development.one of the main problems.At present,the existing sewage treatment plants are not up to the standard or the treatment capacity cannot keep up,so the government has to carry out the construction of sewage treatment plants or upgrade and upgrade a large number of existing projects.As an emerging important way to provide quasi-public products and services,PPP mode can solve most of the shortcomings of project investment only by the government.Therefore,the PPP model is increasingly used in the construction and operation of sewage treatment facilities.For sewage treatment PPP projects,the price mechanism is a key part of the implementation of the pr oject.At present,the overall level of sewage treatment prices in my country is relatively low,and there are many unreasonable points in the price mechanism,which have brought many hidden problems to the operation of the project.Therefore,establishing a reasonable price mechanism is the key to the smooth operation of the project.This paper firstly combs the literature on sewage treatment PPP project and its price mechanism,expounds the theory of public goods,principal-agent theory,multi-objective optimization theory,information asymmetry theory,and explains the related concepts of sewage treatment price mechanism;secondly,it introduces The basic situation of the sewage treatment project in X County,the status quo of its price mechanism is expounded,and it is concluded that the sewage treatment project in X County has "lack of cost-based consideration","incomplete consideration of cost decision-making and compensation","pricing and price adjustment are static","The feasibility gap subsidy li mits the amount of government subsidies for sewage treatment costs";thirdly,the improvement framework of the dynamic full-cost compensation price mechanism for sewage treatment in X County is proposed,including the goals and principles of improving the dynamic full-cost compensation price mechanism,From the perspective of the local government,adjust the government subsidies to improve the dynamic full-cost compensation price,from the perspective of the polluter to make up the difference of the dynamic full-cost price,and from the perspective of the sewage treatment plant to improve the composition of the dynamic full-cost compensation price;finally,Three safeguard suggestions are put forward for the smooth operation of the improved price mechanism,including the establishment of a cost supervision and examination group,the adjustment of the power structure of the price hearing system,and a standardized and powerful price supervision mechanism.Based on the research on the X County sewage treatment project,this paper has carried out a dynamic and full cost improvement to the framework of the entire price mechanism,hoping to provide an improved idea for similar projects while ensuring a healthy price mechanism for the project.
