Study On Performance Of The Subsidies Of PPP Sewage Treatment Project

In recent years,with the rapid development of China's economy and the continuous advancement of urbanization,the public infrastructure projects have developed rapidly.As an important public infrastructure in China,sewage treatment was always faced with the problem of construction funds and low operating efficiency.Since the 1980 s,the PPP(Public Private Partnerships,government and social capital cooperation)model has been widely applied in the field of Public infrastructure.However,according to the characteristics of the sewage treatment project industry,In order to guarantee the smooth construction and operation of the project,the government needs to undertake certain subsidy responsibilities.Therefore,it was an important issue to ensure the smooth construction and operation of sewage treatment projects to provide guarantees for the development of PPP mode in sewage treatment projects and establish scientific and reasonable subsidy mode of government.This paper was based on the theoretical basis,the definition and classification of public projects,the definition,features and main operation modes of PPP mode were introduced.Then the definition,characteristics of financial subsidies,existing problems of government subsidies for sewage treatment projects under the existing PPP model,and relevant theories on the performance of sewage treatment projects were introduced.On the basis of the above basic theoretical analysis,the performance evaluation system and subsidy model were established in the PPP model sewage treatment project,the traditional fixed subsidy was replaced by variable subsidy based on the performance evaluation.The literature review method,questionnaire survey method and analytic hierarchy process were adopted in this paper,the performance evaluation index system of PPP model sewage treatment project was established with sewage treatment,cost management,operation cost and public service satisfaction as the criterion layer.The multi-level grey multi-hierarchical comprehensive evaluation was adopted to evaluate the project operation effect.The evaluation result was taken as the basis of subsidy,and a performance subsidy model based on performance evaluation result was constructed.Finally,the performance evaluation system and subsidy model of PPP sewage treatment were verified by practical cases.The calculation and analysis showed that using the subsidy model based on the performance evaluation provided the scientific supervision on the operation efficiency of the operator and urged the operator to improve the operation efficiency of the project and provide better services for its own interests compared with the traditional fixed subsidy method.Meanwhile,the practicability and rationality of the PPP sewage treatment performance subsidy model was proved.The research in this paper provided certain ideas for further improving the subsidy mode of wastewater treatment projects under PPP mode in China,and certain theoretical and practical significance was proposed.
