Yantai City Sewage Treatment BOT Project Government Regulatory Research

Environmental problem is a focal point of social attention.Yantai as attractive seaside city,in the construction of ecological civilization has made gratifying achievements.’However,in recent years,with the improvement of living standards and the increasing of population,the speed of urban sewage is also accelerating,but at present,Because of government construction of sewage treatment project financial strain and the efficiency is not high,the sewage treatment project investment and sewage treatment couldn’t keep up with the pace of urban development,the lag aggravated environmental pollution in the city have affected the quality of life.Therefore,to solve the problem of the shortage of funds the sewage treatment project is imminent.But the government has invested huge sums of money for all kinds of public infrastructure construction and a lot of investment needs to be done through loans,so the funds is not enough.The BOT mode that has the advanced technology and scientific management methods and efficiency of operation,changes the single investment subject and presents the trend of diversification of investment.This mode can not increase government’s debt and reduce the government financial burden directly.It greatly solves the problem of shortage of funds in the process of project construction,so the introduction of BOT model for financing will be the first choice of the government.But Yantai sewage treatment project to be introduced the BOT mode time late,so the experience is lack in construction and management.Practice has proved that with the wide application of BOT model in public infrastructure projects,the competition mechanism on the basis of the established sewage treatment project supervision system still exist such problems as the government regulation system is not sound,these problems directly restrict sewage treatment BOT mode run smoothly and sound development of the project.If the government can’t to provide effective supervision on the project,may cause the failure of the project,finally damage the interests of the public.Therefore,only to find out these problems that existing in the process of sewage treatment BOT project supervision and solve it that can improve the government’s regulation of Yantai sewage treatment BOT project and the efficiency of Yantai sewage,so as to speed up the process of ecological civilization construction in Yantai and benefit the people.This article is divided into six chapters,the first chapter is introduction,mainly introduced the writing background and significance,methods and main innovation points,the research status at home and abroad were reviewed in this paper,let us know the purpose of writing this article;The second chapter is the BOT project,sewage treatment BOT project,defining the government regulation of the three concepts and expounds the public goods theory,principal-agent theory,the theory of the three risk management theory,the concept and theory for the following development laid a solid foundation.The third chapter is mainly on the development of Yantai city sewage treatment BOT project and analyzed the current situation of government regulation.We know that there is e plenty of social idle funds,favorable policy and law environment,so the BOT mode applied to sewage treatment industry is feasible.The fourth chapter mainly introduces the problems of Yantai city sewage treatment BOT project and the reasons of the government regulation.Through the analysis we can see that although the Yantai city sewage treatment BOT project more successful on the whole,but the actual access to the project,construction,management,transfer,more or less in the course of such as bidding process is not fair and transparent,lack of risk sharing,discharge water quality not up to standard,the acceptance of the mechanism is not sound and so on a series of problems,and these problems are caused by a lack of government supervision.The fifth chapter mainly aiming at the phenomenon of poor regulation in government projects,Suggestions to consummate the Yantai city sewage treatment BOT project of government regulation Suggestions.I hope that these proposals can strengthen supervision in the project,improve the efficiency of Yantai city sewage treatment plant and speed up the process of ecological civilization construction in Yantai what can benefit the people.The last chapter is conclusion which summarizes the full text.
