Research On Government Supervision Of Sewage Treatment Industry Under PPP Mode-

In the process of economic system reform,the sustained development of national economy and the rapid expansion of modern cities put forward higher requirements for infrastructure construction.However,the already tense local finance has been unable to bear the sustained expansion of urban public demand alone.Under this situation,some local governments began to shift their eyes to PPP mode,and took the lead in the application of public utilities.It has effectively alleviating the pressure of local finance.Influenced by institutional factors,government investment has played an important role in promoting economic growth in China's historical development period.However,this mode of economic development has been difficult to support the rapid development of China's economy.With the application and promotion of PPP model,enterprises have gained the opportunity to participate in public projects and have a broader space for development.The idle private capital has begun to circulate,which has enhanced market vitality.From the macro point of view,after introducing PPP model,the government can make use of economic leverage,through effective project planning and regulation,create a good macro economic environment and stimulate regional economic development.The study of PPP model is helpful to clarify the power and responsibility of supervision,construct the legal framework of PPP project,form a scientific pricing mechanism,and further improve the theoretical gap in this field.This paper mainly combs the theory of government supervision of PPP project in sewage treatment industry,analyses the connotation and characteristics of government supervision and PPP mode,reveals the main characteristics of sewage treatment industry,and chooses J City Industrial Park sewage treatment project as a case study,aiming at the existing main problem,that is,price monopoly of sewage treatment.The causes of information asymmetry between consumers and producers,the risk of power rent-seeking,corruption and lack of scientific evaluation of government projects are analyzed.Then,according to the characteristics of PPP sewage treatment projects in China,specific improvement suggestions are formulated,such as building government chain of custody standards,optimize the regulatory structure,strengthening power supervision,establish project risk management ideas,establish a scientific project evaluation mechanism,divide government regulatory power,improve the legal and regulatory framework,build a solid PPP project talented person guarantee,etc.
