Study On Influencing Factors And Countermeasures Of Farmers’ Willingness To Participate In Utilization Of Agricultural Wastes As Resources In Yucheng County

With the continuous progress of agricultural production in China and the continuous increase in agricultural output,the amount of agricultural waste generated has also shown an increasing trend.The unreasonable disposal of straw and livestock manure has brought great harm to the ecosystem,posing a great threat to human and animal health,and has become the main source of agricultural non-point source pollution.Since 2008,the Chinese government has issued a number of policies and documents,which clearly describe the main objectives,guiding ideology,basic principles,key areas and policy measures of the comprehensive utilization of resources.The latest No.1 central document in 2023 also clarifies the specific deployment of "establishing and improving the collection,utilization and treatment system of agricultural wastes such as straw,agricultural film,pesticide packaging waste,livestock and poultry manure",Promoting the utilization of agricultural waste resources has been an important measure to promote green agricultural development.When promoting the utilization of agricultural waste resources,the country has repeatedly emphasized the principle of government leadership and diversified participation,proposing to fully mobilize the enthusiasm of farmers to participate and safeguard their vital interests in the utilization of agricultural waste resources.Farmers are the main participants in the utilization of agricultural waste resources.Their active participation in the utilization of agricultural waste resources will play an important role in improving the efficiency of local agricultural waste resource utilization and promoting sustainable development of agriculture.Yucheng County is an important county for grain production,agriculture,and animal husbandry in Henan Province.It produces a large amount of crop straw and livestock manure,which not only affects the local ecological environment but also affects the production and quality of life of farmers.The task of resource utilization is quite difficult.Improving the effectiveness of agricultural waste resource utilization in Yucheng County is of positive significance for improving the production and living environment,promoting the development of ecological agriculture,environmentally friendly agriculture,and circular agriculture,and promoting the construction of beautiful rural areas.This paper comprehensively uses the theoretical basis of sustainable development theory,circular economy theory,theory of planned behavior and other research methods such as literature analysis,investigation and research,regression analysis,and carries out research along the technical route of "introduction → related concepts and theoretical basis → status quo and existing problems → willingness and its influencing factors → countermeasures and suggestions → conclusions and prospects".Firstly,when elaborating on the core concepts and theoretical foundations,a normative analysis is conducted on the participation of farmers in the resource utilization of agricultural waste in combination with theory;Secondly,based on investigation and research,focus on analyzing the current situation of farmers’ participation in the resource utilization of agricultural waste such as crop straw and livestock manure in Yucheng County,and identify the problems that currently exist in the process of farmers’ participation in the resource utilization of agricultural waste in Yucheng County;Once again,the binary logistic regression method was used to study the intention of farmers to participate in the utilization of agricultural waste resources;Finally,based on the local situation and existing problems,combined with the results of survey analysis and regression analysis,countermeasures and suggestions are proposed to fully mobilize the enthusiasm of farmers to participate in the utilization of agricultural waste resources and further enhance their willingness to participate.Through investigation and research,it has been found that:(1)the current work of agricultural waste resource utilization in Yucheng County is steadily advancing;(2)At present,the participation of farmers in the utilization of agricultural waste resources in Yucheng County is not high.Among the surveyed farmers,374(about 38%)stated that they have already participated in the utilization of agricultural waste resources,while 611(about 61%)of them have not yet participated in the utilization of agricultural waste resources;(3)There are certain shortcomings in the participation of farmers in the process of agricultural waste resource utilization in Yucheng County: firstly,it is reflected in the inadequate promotion of relevant policies;Secondly,it is reflected in the imperfect incentives for farmers’ participation;The third is reflected in the relatively backward participation technology of farmers;The fourth is reflected in the lack of guiding development planning;The fifth is reflected in the limitations of farmers themselves;(4)At present,the willingness of farmers in Yucheng County to participate in the resource utilization of agricultural waste is not high.Among the surveyed farmers,418(about 42%)expressed willingness to participate in the resource utilization of agricultural waste,while 567(about 58%)of farmers expressed unwillingness to participate in the resource utilization of agricultural waste;(5)The influencing factors of farmers’ participation in agricultural waste resource utilization in Yucheng County are multifaceted;(6)Targeted measures need to be taken to address the shortcomings and problems in the current resource utilization of agricultural waste in Yucheng County.Therefore,this article mainly provides five countermeasures and suggestions,including continuously increasing publicity efforts,gradually improving incentive mechanisms,strengthening technical training efforts,guiding farmers to actively participate,and formulating and implementing favorable policies.There are three possible innovations in this article: firstly,special attention is paid to the participation of farmers in the utilization of agricultural waste resources;Secondly,we will conduct a special study on the utilization of agricultural waste resources in traditional agricultural counties;Thirdly,a binary logistic regression model is used to analyze the influencing factors of farmers’ willingness to utilize waste resources.
