| In recent years,trade protectionism has risen.As one of the important means of non-tariff barriers,technical barriers to trade has become an invisible obstacle because of its flexibility and concealment.It has been adopted by various countries,especially developed countries,which has seriously hindered the orderly progress of China’s foreign trade.As one of the important means to solve international trade disputes,special trade attention has been used by more and more countries,and plays a vital role in reducing the negative impact of technical barriers to trade.In recent years,the export scale of China’s toy industry has expanded steadily.Although the export performance is getting better and better,there are also some problems that need to be solved urgently.Some countries such as Japan and the European Union continue to put forward safety standards and regulations on toys.These measures have seriously increased the production cost and export cost of China’s toy products,It has brought a certain negative impact on the export of China’s toy industry.Therefore,it is of great significance to study the impact of TBT on China’s toy export industry from the perspective of special trade attention.In this context,firstly,analyze the theoretical basis of the impact of technical barriers to trade on product export,take special trade concerns as the starting point to represent the substantive impact on the export of toy industry,collect the export data of China’s toy industry from 2001 to2020 and the topics of special trade concerns,put forward the quantity and refer to the gravity model,Using special trade concerns to study the impact of technical barriers to trade on the export of China’s toy industry.At the same time,considering the time lag,the research puts forward special trade concerns for verification with a lag of 1-2 periods.The empirical results show that the negative impact of technical barriers to trade on the export of toy industry lags behind,so the previous hypothesis has also been confirmed.The expansion analysis shows that the result is still negative after tariff control,which fully shows that ignoring tariff will not eliminate the negative impact of technical barriers to trade on the export of toy industry;The results also show that a special trade concern topic has been jointly proposed by several Member States and discussed for many times to reduce the negative impact of technical barriers to trade on the export of China’s toy industry.According to the above conclusions,this paper puts forward corresponding countermeasures and suggestions for the government,industry and enterprises involved in the negative impact of TBT on the export of toy industry.The innovation of this paper is that the index to measure TBT is the number of special trade concerns.Most previous studies usually use the number of TBT notifications as the index,but the number of notifications does not indicate that the bound countries have been materially injured.Special trade concerns are the topics raised by Member States in the regular meeting of the committee after assessing their own impact,It can make up for the lack of previous research reports,and the empirical results are more reliable.The countermeasures and suggestions put forward under this benchmark can more effectively help the government,industry and enterprises solve the problems caused by technical barriers to trade and promote toy exports. |
