Research On The Development Of Copper Industry In Y City From The Perspective Of New Public Management

With the continuous development of China’s manufacturing industry,there are higher requirements to put forward for raw materials,technologies and products of the copper industry.At present,the copper industry is facing greater challenges.On the one hand,the international environment is grim,the world economic situation is sluggish,the inflation is serious,and the competition for resources is fierce.On the other hand,the domestic environment is not optimistic.The copper industry is short of resources,heavily dependent on imports,overcapacity,low utilization rate of capacity,and serious homogeneous competition.In the non-ferrous metal and alloy industry,the industrial structure of copper and other non-ferrous metals has been optimized for a long time.The demand for key varieties is basically balanced,the capacity of copper resources is enhanced,the proportion of recycled copper is increased,and the level of technology and equipment is upgraded.Visible,the development of copper industry must be quality and efficiency rise.Facing the new situation and new problems faced by China’s copper industry,how to promote industrial development and improve the development level of China’s basic raw material industry is currently an important issue facing China.As the largest copper processing base in China,how to seek high-quality development is a difficult problem facing the development of Y City’s copper industry,a new problem that Y City government urgently needs to study and solve,and also a new topic for the transformation and upgrading of traditional industries in the academic circle.This article takes the copper industry in Y City as the research object,combining the new public management theory and the characteristics of copper industry development,the government has macroeconomic regulation and control function,public service function,market supervision function and industry management function in promoting the development of copper industry.At the same time,the development course and achievements of Y City’s copper industry are summarized.The data in this thesis are derived from three parts:First,a batch of 100 enterprises were chose to carry out a survey of copper enterprises in Y city.Second,60 enterprises were selected from the remaining enterprises for in-depth interview.Third,the writer visited the relevant functional departments of Y city,understanding of the Y city government in the development of copper industry in detail.Through sorting out 160 sample data of enterprises,the basic situation of enterprises in Y city,production and operation situation,copper product output distribution situation,government function fulfillment situation are obtained.Guided by the new public management theory,combined with the sample data,the problems of Y city municipal government in copper industry governance are analyzed from four aspects:Macroeconomic regulation and control,public services,market supervision and industrial management.First,the special plan for the copper industry in Y city over the past 10 years has been reviewed.There are unreasonable planning objectives,insufficient functional planning of the park,inaccurate industrial positioning and other situations,and the analysis shows that the Macroeconomic regulation and control is not in place.Second,through the high cost of public services,public service platform can not meet the demand,the development of producer services industry lags behind,the public service supply is not strong.Third,combing Y city market supervision,there are unclear supervision object,supervision coverage is limited,the lack of supervision standards,analysis of market supervision is not comprehensive.Fourth,through the full-time personnel shortage,talent supply shortage,copper field,such as lagging behind the construction of colleges and universities,the analysis of the lower level of industrial management.Through the phenomenon to see the essence of the four aspects of the cause of the problem analysis.In the light of the main practices of Tongling in Anhui province and Wenzhou in Zhejiang Province,which are of reference significance to Y city,this thesis puts forward some countermeasures and suggestions:Y city government needs to strengthen policy guidance and play a macroeconomic regulation and control role;perfect the system mechanism,improve the public service supply ability;strengthen the power of supervision and give full play to the function of market supervision;mprove the executive power of the government,give play to the role of industrial management.
