Study On Government Functions In The Construction Of System Of Urban Public Toilets

Public toilets are an important part of urban infrastructure and an important indicator of the level of urban civilization and development.After the reform and opening up,China has invested heavily in the provision of basic public services,and it has become particularly weak in the investment of public welfare facilities such as public toilets.In recent years,China has begun to vigorously promote the toilet revolution.“Small toilets and people’s livelihood” have become the focus of urban construction and development.However,the construction of public toilets in China cannot keep up with the rapid development of the city and the super-concentration of the population,plus people have long been Serious neglect,it is difficult to be included in the urban public facilities investment plan,public toilet construction has become a gap in the development of urban social civilization at this stage.Then,what should the government do in the construction of the public toilet system,and how to effectively play its role has become the focus of everyone’s attention.The public toilet revolution of Linfen has had a great impact on the country and the world because of its unique toilet treatment model.This paper takes the public toilet revolution of Linfen as a case study to explore the actual situation of government functions and the reproducibility of Linfen public toilet development model.Firstly,this paper uses the literature research method to summarize the related research on urban public toilet management and government functions.At the same time,it describes the purpose and overall framework of urban public toilet system construction,and the positioning of government functions in urban public toilet system construction.The specific interpretation is mainly reflected in four aspects: planning guidance,factor support,service management and supervision and management.Secondly,this paper collects and organizes the relevant materials of Linyi public toilet revolution through on-the-spot investigation and interviews,and elaborates the development of Linyi public toilet revolution,including the revolutionary background,practices,problem solving and development effectiveness of Linfen public toilets.At the same time,this paper evaluates the realization of the government functions in the Linfen public toilet revolution,which mainly includes the effective play of government functions,insufficient implementation and analysis of causes.The analysis of this paper finds that the effective function of the revolutionary government of Linfen public toilets is mainly manifested in the support of providing people and property,the introduction of relevant standards,the construction of procurement projects,the improvement of post-service and management and publicity to lead the public toilet culture.However,in the Linfen public toilet revolution,the government did not perform well in terms of its functional content and functions.The main reasons were the lack of management concepts,relatively weak governance,relatively limited financial resources,and insufficient market development.Finally,based on the experience of the case of the Linfen public toilet revolution,this paper puts forward suggestions on the effective functioning of government functions in some aspects: making the talents stand out,strengthening the binding of regulations,strengthening the planning process of public toilets,setting up special funds for public toilets,promoting the disclosure of regulatory information,exploring new channels for financing,and improving the application of intelligent management.
