| Green development,as one of the future development directions of China’s new urbanization,is an inevitable choice to promote the construction of ecological civilization.The report of the 20 th Party Congress clearly points out that it is necessary to promote green development and the harmonious coexistence of man and nature.Taking the concept of green development as the guiding ideology,continuously promoting the construction of ecological civilization and helping the green construction of new urbanization is a necessary task for the construction of urbanization in the new era,and an inevitable decision to inject new impetus into the sustainable and stable economic development.And after the successful conclusion of the National New-type Urbanization Plan(2014-2020),but the state has not issued relevant policies to properly evaluate the effect of its implementation.Based on this background,a systematic evaluation study of green development performance has more realistic policy significance and application value.After combing through previous studies,this thesis systematically explores the design of index system,index measurement,efficiency measurement and influencing factors for assessing the performance of green development of new urbanization and promoting green development of cities,in order to provide some useful insights.This thesis conducts innovative research on the green development of new towns based on the perspective of performance assessment through methods such as literature analysis and the use of quantitative analysis methods such as entropy-mean standardization and super-efficient SBM model and Tobit model.The main contents of this thesis are as follows:(1)Discussing the connotation of key concepts of green development of new towns and cities and related theoretical support.(2)The current situation and main problems of performance assessment of green development in new towns are analyzed;it is found that the performance assessment problems of green development in new towns are mainly in the following three aspects: unclear assessment subjects and assessment objects;poor scientificity and applicability of assessment index system;lack of legal system guarantee for assessment results and application,etc.(3)The green development performance of new urbanization is evaluated from two aspects.Firstly,we construct an index system for assessing the green development level of new urbanization and measure the green development level index,and secondly,we construct an input-output index system and measure the green development efficiency of new urbanization using the superefficient SBM model.(4)Empirically analyze the influencing factors of green development performance of new urbanization based on Tobit model.(5)To propose policy ideas on how to improve the green development performance of new urbanization in a reasonable and efficient way.The results of this study show that: The level of green development of new urbanization in China’s provinces has shown a steady increase in the 17 years from 2004 to 2020,and the overall effect has been improved to some extent;overall,the green development performance of new urbanization in China has been increasing year by year,and the differences among regions are gradually decreasing;the level of urbanization,the degree of government intervention and industrial structure have a significant contribution to the green development performance of new urbanization.The differences between regions are gradually narrowing;the level of urbanization,the degree of government intervention and industrial structure have a significant promoting effect on the green development performance of new urbanization;human capital and the level of marketization have a negative relationship on the green development performance of new urbanization overall at a significant level of 10%.Based on this,suggestions are made to increase financial investment,cultivate green industries,and optimize urban environment in order to effectively improve the green development performance of new urbanization. |
