Abstract/Summary:
China’s characteristic towns are "green ecological" spatial units based on the background of "Beautiful China Initiative(BCI)",new urbanization,supply-side structural reform and the implementation of rural revitalization strategy,and its high-quality development is people-centered innovation-driven development and eco-priority green development.Since the towns in developed countries have evolved into the green development carriers of the national economy,industry and population,the characteristic towns,as the most basic spatial units of the urban-rural integration point and the connection point,have both urban and rural advantages of green development,which can better promote urban renewal and linkage rural development,promote county green urbanization and coordinated urban and rural green development,and reconstruct the new spatial pattern of urban and rural areas(multi-center and dual-cycle,networked and open).The lasting challenges brought about by the global outbreak of public health crisis in 2020 highlight the inherent shortcomings in the process of urban agglomeration governance,and also loom the endogenous advantages of the heterogeneity of the spatial units of small(city)towns driven by innovation.Through the comparative analysis of the typical phenomena of successful development of green ecological towns at home and abroad,it is found that there is a lack of systematic evaluation and research on the green quality of characteristic towns in China,as well as serious homogeneity of green development,large deviations in spatial economic layout and integration inclusiveness,etc.,so building a green development quality evaluation mechanism for characteristic towns and solving the problem of "coordinated" development are inevitable considerations to guide and regulate the differentiated and complementary functions of characteristic towns and the path of urbanization with Chinese characteristics.Focusing on the problem of " How to combine the advantages of green coordinated urban agglomeration and innovation-driven county economy,and build a comprehensive quality evaluation framework that can quantitatively analyze and systematically express the green development status of small towns and their dynamic trajectories,facing the characteristics of the lack of characteristics,communalization and sustainability in the construction and development of characteristic towns in China",this paper aims to explore the multi-center path optimization of sustainable(deep)urbanization in small towns to achieve the coupling of characteristic urbanization,human ontology urbanization and green urbanization.According to the analysis of phenomena problems→ the extraction of theoretical concepts→ the research ideas of model system establishment→ case empirical research → policy system construction,this paper improves the theoretical and practical logical framework of green development of characteristic towns,analyzes the evolution and impact process of green urbanization development at home and abroad,systematically evaluates the green development quality of demonstration samples of characteristic towns,predicts the development trend of green coordination mode and realization path of characteristic towns,and puts forward policy suggestions to promote the high-quality development of characteristic towns.It is of great significance for active exploration and reference for developing countries and even global sustainable development governance.The text is divided into three parts and seven chapters.First of all,the new trend of green development practice of characteristic towns at home and abroad is analyzed,based on the theoretical methods of development economics and sustainable urbanization,the characteristic towns are regarded as the basic units of urban agglomeration counties,and the identification criteria of the network system of "characteristic towns-characteristic town clusters-joint characteristic town clusters-quasi-characteristic town clusters-characteristic town clusters" are established.Using nuclear density estimation,spatial autocorrelation Moran’s I index,local correlation index Getis-Ord Gi * and other spatial statistical methods,the spatial differentiation characteristics,differentiation influencing factors,and polycentric evolution of characteristic towns were measured and visually analyzed.Then summarizes the spatial layout characteristics of "overall agglomeration,relying on economy,along the coast and along traffic arteries,spreading around cities,and differentiating by scenery" and the key factors of polycentric evolution are innovation-driven and green development,and by constructing the coupling mechanism of the dynamic system of green development,the coordinated symbiosis model of man and place,and the perception framework of residents’ quality of life,the organic integration of beautiful China,characteristic towns and green development is proposed.Secondly,a green development evaluation system for characteristic towns was established,using the "vertical and horizontal" pull-off method,Super-SBM,Tobit,MATLAB(R2017a),Arc GIS 10.5 model method,a green development evaluation index system,a green development quality assessment model and a green development efficiency impact mechanism of 12 indicators in four dimensions are established.The green development level status,dynamic trajectory,spatio-temporal difference,spatio-temporal pattern evolution of green development efficiency,space-time differentiation effects and mechanism of action of national characteristic towns and 16 boutique towns were evaluated item by item,and the evaluation results of each sub-item are integrated and visualized,forming a comprehensive evaluation of the green development quality of China’s characteristic towns.It is believed that the key to the high-quality development of characteristic towns is the characteristics of green development and community-based innovation,and only by optimizing the green ecological innovation path of adapting to local conditions and multi-level thinking can we truly realize the sustainable green coordinated development of the three-level urban and rural system of "characteristic" cities,"specialized" small(city)towns and "specialized" villages.Finally,the green coordinated development system of characteristic towns is constructed,and the three characteristic town development types and green coordinated development theories of urban agglomeration metropolitan area relying type(coordinated urban agglomeration),pastoral city network node type(promoting county economy)and resource endowment isolated distribution type(linkage rural development)are summarized,and three modes and paths of "location + industry + community" green development model,"beautiful China + characteristic town + green development" coupling coordination model,and "multi-plan in one" innovation path of green development of characteristic towns are proposed.Policy suggestions were put forward for new experiments,new highlands and new business cards,new homes,new spaces and new fertile soil in the construction and development of characteristic towns.In summary,this paper has made significant research progress in three aspects:(1)The identification standards of characteristic towns and their spatial differentiation characteristics in China are improved,and the connotation characteristics of "characteristics,communalization and sustainability" of green development of characteristic towns are explained from the perspective of deductive induction;(2)The green development quality of characteristic towns in China was systematically evaluated.Based on the perspective of spatiotemporal dynamic differences,the changes in green development efficiency of characteristic towns are identified from three dimensions: population economy,industrial innovation and policy environment;(3)Combined with the methods and data of the "flow" space of China’s characteristic town clusters,the "multi-center" evolution and the matching status of functional layout and development trend are preliminarily explored from the perspective of form and function,and based on the experience of green development of ecological towns at home and abroad,a green coordinated development system of characteristic towns is constructed,and the regional differentiation mode and realization path of characteristic towns are proposed.
