socialist modernization.Since the 18th National Congress of the Communist Party of China,China’s ecological civilization construction and green development concept have received much attention,meanwhile,theoretical innovation and practical exploration have achieved important results,and the "Five-Pronged Overall Plan"strategy has entered a period of rapid implementation.The report of the 19th National Congress of the Communist Party of China clearly pointed out that it is necessary to adhere to the harmonious coexistence between man and nature and accelerate the reform of the ecological civilization system.Adhering to the concept of green development and promoting the continuous development of ecological civilization will promote the process of green urbanization.This is the mission of urbanization in the new era and the inevitable choice to inject new impetus into the new normal of economic development.The establishment of green urbanization is a major political issue rooting in the fundamental purpose and historical mission of our party.The practice of green urbanization is a major social issue that affects the well-being of the national economy and the people.The deepening of green urbanization is a major academic issue that explores the essence,clarifies the law and objectively evaluates it.As far as the existing research results are concerned,the issue of green urbanization has achieved certain research results in academic circles at home and abroad.At the same time,in the theoretical analysis paradigm,some more scientific basic analysis theories have also been formed.This laid an important theoretical foundation for the in-depth analysis of this paper.However,the existing research has very little achievements in the systematic establishment of the evaluation index,either a brief analysis of the problems and causes of urban and rural green development,or a simple measurement of the performance of the urbanization process.This paper believes that the study of green urbanization must firstly clear the source and clearly define what is green and the necessity and urgency of green development.Secondly,it is necessary to make breakthroughs.It is necessary not only to systematically construct a green urbanization development index and to conduct scientific evaluation and objective evaluation of its operational efficiency,but also to analyze in depth and summarize the reasons.Finally,we must carefully craft and summarize and absorb the beneficial experience of green urbanization in developed countries based on Chinese characteristics.It is necessary not only to ask questions,to mine the reasons behind the problems,but also to solve the problems and propose corresponding solutions and countermeasures.The basic research position of this paper is that green urbanization is the essence of the new urbanization strategy,which is different from the urbanization development model of traditional urbanization,and is the upgrade of the new urbanization strategy under the guidance of the green development concept.Green urbanization is based on the dual constraints of ecological environment capacity and resource and environmental carrying capacity.It is a sustainable development path in which people and natural resources,urbanization and social and economic development are coordinated.Under the green urbanization model,this study proposes to focus on urbanization with people as the core,and more elements such as green,ecological and low carbon are the main contents and ways.In the areas of clean energy,energy conservation and emission reduction,and ecological smart city construction,we will focus more on the overall balance of economic,social and ecological benefits and dynamic equilibrium.This not only includes the rational growth of the scale of the town,but also the transformation of urban and rural residents in terms of social production methods,consumption patterns,values,etc.,and the concept of green development should be carried through all aspects of urbanization.This paper uses a combination of regional economics,urban economics,development economics,and welfare economics.Taking literature research,comparative analysis methods,quantitative empirical analysis and other research methods,from the analysis of the status quo of green urbanization development in China,try to construct a theoretical analysis framework for green urbanization development,focusing on the index construction and efficiency of China’s green urbanization at this stage.Evaluation and investigation,and finally settled on the policy recommendations to promote the development of green urbanization in China.Specifically,the paper is divided into 8 chapters,the specific structure is as follows:The first chapter is an introduction.This chapter mainly introduces the research background and significance of this paper.By collecting the domestic and foreign literatures related to this research,clarifying the research boundaries,presenting the research review,and giving the main ideas and methods of this research,as well as the research innovations and possibilities,the shortcomings of existence.The second chapter is the basic concepts and related theories.First of all,in the boundary analysis of basic concepts,this chapter mainly gives the concept of urbanization,urbanization,and new urbanization.Secondly,related to this study,it proposes Marxist urban-rural integration theory,sustainable development theory,urban development stage theory,and Ecological theory,finally,based on the above,put forward the basic connotation of green urbanization,pointed out the relationship between green urbanization and new urbanization,and clarified the theoretical analysis framework of the full text.The third chapter is the development status of green urbanization in China.This chapter first reviews the history of urbanization construction in China,enumerates the achievements of urbanization construction,analyzes the impact of traditional urbanization on resources and environment from the perspective of resources and environment,and then puts forward the necessity of promoting urbanization green transformation in China.At the same time,this chapter points out that green urbanization will face five major challenges:concept,system,system,model and financial and financial support.In order to actively meet the challenges,green urbanization should seize development opportunities and correctly handle the seven important relationships between people and nature,current and future,speed and quality,fairness and efficiency,tradition and innovation,urban and rural areas,government and market.The fourth chapter is the practice,experience and enlightenment of green urbanization abroad.Foreign developed countries have accumulated a lot of useful experience in the process of realizing the urbanization and green development,and have important inspiration in promoting green urbanization in China.Based on a comparative analysis of the green urbanization exploration paths in the United Kingdom,France,Germany,the United States,Japan,South Korea and Australia,this chapter points out the experience of green urbanization in foreign countries and the implications for promoting green urbanization in China.The fifth chapter is the evaluation of China’s green urbanization development index.This chapter first demonstrates the necessity and construction principle of the construction of green urbanization development index,and then based on the evaluation criteria of eco-city and low-carbon city,with reference to the definition of green urbanization in practice and theory,it is constructed to include green living and environmental green.The three-level green urbanization development index evaluation system of three dimensions of greening and development,and based on the advanced soft set model of entropy weight,measured the change of China’s green urbanization development index from 2000 to 2017,and from the national and At the provincial level,the relevant indices are measured by dimensions and sub-regions.Finally,the empirical results are systematically analyzed from the time and space levels.This chapter believes that China’s green urbanization development index is increasing year by year.In 2000,China’s green urbanization development index was 0.082.In 2017,the index rose to 0.917.In the process of increasing,it also shows more obvious time phase and regional differences.For example,the green urbanization development index in the eastern region is 0.618,the green urbanization development index in the central region is 0.334,and the green urbanization development index in the western region is only 0.271.The sixth chapter is the evaluation of the development efficiency of green urbanization in China.This chapter firstly demonstrates the importance of the evaluation of the efficiency of China’s green urbanization development from the three aspects of high-quality development of urbanization in China,the happiness of the people and the construction of ecological civilization.Then,based on the input-output theory,the labor factor,capital factor and resource environment elements are selected to reflect the input indicators of green urbanization;four indicators such as population urbanization,economic urbanization,spatial urbanization and social urbanization are selected to reflect green urbanization.The output,using data envelopment analysis and Malmquist model,measured the efficiency of green urbanization in China,and pointed out the shortcomings in the construction of green urbanization in China.This chapter believes that the overall efficiency of China’s green urbanization efficiency is increasing year by year,and the concept of urbanization and green transformation is gradually being accepted,and the efficiency is increasing.This chapter finds that the change of pure technology efficiency is far lower than the change of scale efficiency.China’s urbanization construction pays too much attention to scale efficiency,but ignores efficiency and neglects the carrying capacity of resources and environment.Therefore,efforts should be made to promote green urbanization and transform the previous urbanization development model.The seventh chapter is a policy proposal to promote the development of green urbanization in China.This chapter believes that in order to promote the construction of green urbanization,we must strengthen the top-level design of green urbanization,let the concept of green development penetrate the hearts of the people;build a green industrial system,promote the optimization and upgrading of industrial structure;increase the reform of financial and financial systems,and support the development momentum of green urbanization;Develop circular economy,promote urbanization and intensive development;do a good job in pollution prevention and ecological restoration,improve resource and environmental carrying capacity;strengthen urban environmental management,create a beautiful urban living environment;adhere to urban and rural development,accelerate urban and rural integration;From the perspective of the people-oriented overall tone and the improvement of the evaluation system,we will promote the development of green urbanization.The eighth chapter is the conclusion and outlook of the study.This chapter focuses on the main conclusions of this paper and gives the focus of future research.The main innovations of this paper can be summarized into the following three aspects:The first is the innovation of research objects.Through systematic review of domestic and foreign literatures,we find that domestic academic circles have started late in research on green urbanization.Although some scholars have carried out series research on related fields in China by means of green urbanization development models.experiences and methods of developed countries,those don’t have a system and do have the need for further breakthroughs.This paper defines the connotation of green urbanization,stresses that the urbanization of human beings should be the starting point and destination of all problems in the construction of green urbanization.Focusing on the core position of human beings,we must balance the economic,social and ecological efficiency.Advocate green,low-carbon,smart,intensive and other ways.This paper proposes that the development of green urbanization in China should handle seven major relationships in the new era,providing theoretical support and early guarantee for research.The second is the innovation of research content.Throughout the relevant research progress and dynamics,the construction of China’s green urbanization index is still in a blank space,and needs to be supplemented and improved.This paper systematically constructs a green urbanization development index evaluation index system,scientifically comprehensively measures China’s green urbanization index,and upgrades the existing green urbanization research,which is basically in the definition of concept and theoretical analysis,to the quantitative measurement stage.This enriched the research content and filled the research gap.The third is the innovation of research ideas.This paper believes that simply examining the green urbanization development index or conducting relevant efficiency evaluation is not comprehensive.This paper attempts to combine the two to make a comprehensive investigation of the development of green urbanization in China.Based on the above concepts,this paper builds a green urbanization index evaluation system covering the three dimensions of life greening,environmental greening and development greenization,28 three-level indicators,and calculates the specific urbanization index.The input-output indicator system for measuring the efficiency of green urbanization covering 7 categories of indicators,measuring the efficiency of green urbanization in China.At the same time,this paper uses advanced entropy weight soft set model,data envelopment analysis and Malmquist model to conduct scientific research on relevant content.The application of this research design and method not only greatly improves the reliability and accuracy of the evaluation,but also provides new ideas and new methods for related research.At the same time,from the overall structure of the study,there is not only the definition of the connotation of green urbanization,the demonstration of the necessity and importance,but also the comprehensive measurement and evaluation of the indicators and efficiency of green urbanization development in China,which has reached the logical unity of theoretical and empirical evaluation. |
