Study On Influencing Factors Of Inter-governmental Cooperation In Water Pollution Control In The Yangtze River Economic Belt

In November 2018,the COMMUNIST Party of China Central Committee and The State Council explicitly called for making full use of t he geographical advantages of the Yangtze Economic Belt and promoting green development of the Yangtze River with a view to jointly promoting greater protection and avoiding large-scale development.The Yangtze River Economic Belt,which spans 11provinces(cities),has an important strategic support position.Its economic and cultural strength also leads the country,thus attracting many enterprises to build along the river.However,due to the large number of highly polluting and energy-consuming enterprises in the Yangtze River Basin,the Yangtze River Economic Belt has become one of the regions with serious water pollution in China.At the same time,water resources have the characteristics of integrity and sprawl,and water pollution is easy to spread,which leads to trans-boundary water pollution.Contrary to watershed integrity,our country in a state of division of administrative regions and pursue benefit maximization is the development goal of every local government,water resource as a public produ ct,the local government on the control of water environment is extremely easy to exist the phenomenon of "free-riding",makes it hard for the government on the problems of water pollution prevention of upstream and downstream of the cooperation,ultimatel y affect the efficiency of water pollution control,Governance dilemmas occur.Therefore,inter-government cooperation becomes a necessary choice for water pollution control.Based on the grounded theory,this paper collected the qualitative data about the inter-governmental cooperation in water pollution control of the Yangtze River Economic Belt,constructed the influencing factors model of inter-governmental cooperation in water pollution control of the Yangtze River Economic Belt,and put forward the strengthening path of inter-governmental cooperation on the basis of the analysis of the influencing factors.It is found that the influencing factors of inter-governmental cooperation in water pollution control in the Yangtze River Economic Belt mainly include four aspects: gravity factor,pressure factor,thrust factor and resistance factor.Thro ugh the analysis of the influencing factors,this paper puts forward the path of strengthening the inter-governmental cooperation,which includes perfecting the laws and regulations of inter-governmental cooperation,perfecting the organizational structure of inter-governmental cooperation,innovating the ways and methods of inter-governmental cooperation and establishing the ideas of inter-governmental cooperation.Through the above measures,strengthen the inter-governmental cooperation in water pollution control in the Yangtze River Economic Belt,and provide some feasible suggestions for the development of inter-governmental cooperation in other areas.
