Research Performance Management Of QS Sewage Treatment Plant PPP Project

PThe PPP(Public Private Partnership)model is a cooperative model in which the government and public sectors provide public goods through establishing partnerships with social capital.Since the beginning of 2008,China’s PPP model has entered a fast lane of development.By the end of 2017,relevant national financial departments have carried out inventory clearing and rectification for some projects in the PPP database to achieve the goal of promoting further sustainable development of national PPP projects,and conducted in-depth research and discussion on local environmental protection projects of operational nature in the PPP project database to achieve the goal of deleveraging the government’s financial budget.With the introduction of the new budget law in recent years and the new control of the state over the development of the PPP model,while paying attention to the increasingly prominent environmental and ecological issues of social development,taking municipal public environmental governance PPP projects as a starting point,studying their performance evaluation is of great significance for the overall control of the national macro PPP model in the future,the performance management of projects in the financial PPP project library,and improving the ability and quality of public management services.This article divides the performance evaluation index types of the QS sewage treatment plant PPP project construction stage into four dimensions according to the above four stages to construct the corresponding performance evaluation index system.This article explores the current performance evaluation status of the QS sewage treatment plant PPP project from five aspects: the current status of the performance evaluation subject,the setting of performance evaluation objectives,the application of performance evaluation results,the current status of performance evaluation dimensions,and the current status of performance evaluation indicators.At present,there are problems in the performance evaluation of the QS sewage treatment plant PPP project: some entities are unclear and ignore public satisfaction during the implementation process,the performance evaluation objectives are vague,the application of evaluation results is vague,the diversity of evaluation dimensions is insufficient,and there is a lack of constructing a performance evaluation index system from a full lifecycle perspective.Construct a performance evaluation index system for the QS sewage treatment plant PPP project through Analytic Hierarchy Process and questionnaire survey methods.Based on the theory of project lifecycle performance evaluation,the project is divided from the early bidding,construction,trial operation,and then to the handover stage.Among them,the early bidding stage of the project includes three indicators: standardized project approval,reasonable goals,and clear indicators.The project construction includes construction schedule management,construction cost management,construction safety management,construction environmental protection,and internal satisfaction of the project company.The project operation period includes public satisfaction,number of employees,project company system and personnel management,satisfaction of enterprises entering the park,safety production services,and government department satisfaction.The project handover stage includes the transfer of intangible assets such as asset preservation and technology,training for government takeover personnel,improvement of operational mechanisms,and delivery of contracts and rights.Based on the performance evaluation index system of QS sewage treatment plant PPP project,the fuzzy comprehensive evaluation method is used to evaluate the performance of QS sewage treatment plant PPP project.The total performance evaluation score of QS sewage treatment plant PPP project is 65.55 points.At the same time,the main problems in the performance evaluation of the QS sewage treatment plant PPP project include insufficient management and control during the project operation period;Inadequate project risk management;Inadequate supervision of project operations;The project bidding process needs further transparency,etc.Based on the performance evaluation results of the QS sewage treatment plant PPP project,this article proposes performance optimization suggestions for the QS sewage treatment plant PPP project: introducing Internet of Things technology to improve project operation and control level.In view of the major deficiencies in project risk management of QS sewage treatment plant PPP project,the relevant national departments need to further establish and improve the corresponding PPP project policies and regulations,improve the communication mechanism,strengthen the contractual relationship,so as to coordinate the interests of multiple parties,reduce the project risk level.In view of the current problem of inadequate supervision of QS sewage treatment plant PPP project,introduce third-party supervision,improve the regulatory standards,Continuously optimize the capabilities of third-party performance management institutions.In addition,strengthen the selection of partners and improve the transparency of the bidding process.
