The 20 th Party Congress report emphasized the importance of achieving Chinese-style modernization and rejuvenation of the nation,which includes the modernization of harmonious coexistence between humans and nature.To achieve this,we must adhere to the path of green development and achieve a win-win situation of economic benefits and environmental protection.Industrial agglomeration is a crucial driver of regional economic development,and effective environmental regulation can solve ecological and environmental problems.The integration of the two can lead to green and coordinated development.Finding the balance between industrial agglomeration and environmental regulation is vital for promoting economic and social development,as well as the construction of ecological civilization.To this end,we should establish an environmental management system led by the government,with enterprises,social organizations,and the public as the main participants,to fully tap their enthusiasm and creativity.This thesis aims to investigate the relationship between industrial agglomeration,environmental regulation,and green development efficiency using panel data from 30 provinces,cities,and autonomous regions in China from 2008 to 2019.The study utilizes a two-stage network super-efficiency EBM model,which takes into account locational entropy index,environmental composite index,and fixed-effects model.Additionally,a panel threshold model is established,using industrial agglomeration and environmental regulation as threshold variables to analyze their effects on green development efficiency,while also considering regional heterogeneity in the eastern,central,western,and northeastern regions of China.The findings reveal that,in general,the relationship between industrial agglomeration and green development efficiency follows a positive "U" shape,while the relationship between environmental regulation and green development efficiency follows an inverted "U" shape.Moreover,most regions in China are currently in the declining stage of the "U" curve.This suggests that the current level of industrial agglomeration and environmental regulation in China is not conducive to green development.In addition,there is a moderating effect of the other factor in the process of industrial agglomeration and environmental regulation on green development efficiency,but the effect is negative.However,the western region shows a positive moderating effect of environmental regulation in the process of industrial agglomeration on green development efficiency,while the northeast region shows a positive moderating effect of industrial agglomeration in the process of environmental regulation on green development efficiency.Based on the results of the study,the following policy suggestions are put forward:(1)Formulate a reasonable industrial development plan to coordinate and control the level of industrial agglomeration.Local district governments should focus on local characteristic industries,optimize industrial layout,and prevent the bad competition and crowding effect of homogenization of large batches of enterprises.Deepen the market-oriented system reform,give full play to the role of the market,actively build a new development pattern,through the integration of resources,promote intensive,large-scale development,and gradually enhance the competitiveness of enterprises and market risk resistance.Encourage enterprises to carry out technological transformation,energy saving and consumption reduction to achieve green transformation.(2)Strengthen the top-level design of environmental regulation policies and create differentiated strategic initiatives based on the body.Extend the concept of environmental protection to the level of policy formulation and planning,strengthen the ability of policy coordination and co-ordination,improve a series of policies conducive to environmental governance such as finance,taxation,industry and price,build an environmental governance system led by the government,with enterprises as the main body and social organizations and the public participating,fully mobilize the enthusiasm and creativity of enterprises and social groups,and improve the ecological and environmental evaluation system and compensation mechanism.(3)Adapt to local conditions and put forward corresponding differentiated policy suggestions and strategic initiatives according to the development characteristics and resource endowment level of each region to form governance models and governance mechanisms with their own characteristics.It is suggested that initiatives applicable to the green development of each of the four regions of the East,Central,West and Northeast should be considered.By implementing these policy suggestions,it is hoped that the green development efficiency in China can be improved,and the coordination and balance between industrial agglomeration and environmental regulation can be achieved to promote economic and social development and ecological civilization construction.
