China,as a major energy consumer in the world,has a huge demand for fossil energy such as coal and oil.Hebei Province,as an industrial province in China,has gradually formed seven leading industries of equipment manufacturing,steel,petrochemical,building materials,food,medicine,textiles and clothing after decades of development after the founding of New China.Because the leading industries such as steel and petrochemical are high energy consumption industries,the environmental problems brought by industrial production are not optimistic.Therefore,it is urgent to reduce the energy consumption of industrial enterprises and realize green development.In this paper,from the perspective of industrial engineering,from the government level,industry level and enterprise level,the countermeasures and suggestions on how to realize energy saving and consumption reduction in industrial enterprises are put forward to improve efficiency and reduce costs.Taking industrial enterprises above designated size in Hebei Province as the research object,the LMDI model of influencing factors of energy consumption is decomposed,and the decoupling and decoupling effort model is constructed for analysis.According to the decomposition analysis results,the countermeasures and suggestions for energy saving and consumption reduction of industrial enterprises in Hebei Province are finally put forward.In this paper,firstly,the log-average Dirichlet index decomposition method(LMDI)is used to decompose the influencing factors of the total energy consumption of industrial enterprises in Hebei Province,and the influencing factors are determined as energy intensity effect,industrial structure effect,economic development effect and personnel scale effect,and then the decomposition results of the influencing factors of seven leading industries are studied.From the analysis of the above decomposition results,it can be concluded that economic development is the biggest factor to promote energy consumption,followed by personnel size,energy intensity is the biggest factor to restrain energy consumption,followed by industrial structure,and all the influencing factors of the steel industry among the seven leading industries far exceed those of other industries.Then,the Tapio decoupling and decoupling effort model is established to analyze the decoupling effort of industrial enterprises as a whole,and the influencing factors are determined as energy intensity,industrial structure and personnel scale.The results show that the decoupling effort index of industrial total energy consumption in Hebei Province is between 0-1 from 2010 to 2020,and the decoupling effort is weak,and the energy intensity effect plays the greatest role in promoting the decoupling effort of energy consumption.The analysis of decoupling and decoupling efforts of leading industries shows that by 2019,Hebei’s equipment manufacturing,steel and building materials show negative decoupling,petrochemicals show strong decoupling,food and medicine show strong decoupling and weak decoupling respectively,and textiles and clothing show recession decoupling.From the analysis of decoupling efforts,it can be concluded that food,building materials,textile and garment industries are the strongest decoupling efforts among the seven leading industries in three industry,and from the perspective of three major effects,positive energy intensity effect has the greatest promotion effect.Finally,based on the above analysis results of LMDI influencing factors decomposition,decoupling and decoupling efforts,combined with the actual development situation,this paper puts forward countermeasures and suggestions for energy saving and consumption reduction of industrial enterprises in Hebei Province from the government level,industry level and enterprise level respectively. |
