Research On Improving The Ability Of Natural Disaster Emergency Management Of China’s Grass-Roots Government

Emergency management is an important work of government departments.For large population countries with frequent natural disasters,such emergencies are important aspects that can not be ignored in the emergency management of government departments in China.As the direct main body in the face of emergencies,the emergency management ability of grass-roots governments plays a decisive role in dealing with disasters actively and effectively.At present,the ability of natural disaster emergency management of grass-roots government in China is still insufficient,so it is necessary and urgent to deepen the research on the ability of emergency management of grass-roots government in China.This paper takes the grass-roots government of our country as the research object,takes the natural disaster type emergency as the research angle,takes the emergency management ability as the research focus,The purpose is to enrich the existing research results of academic circles,to explore the way to improve the ability of natural disaster emergency management of grass-roots governments,to apply theoretical results to practice,and to improve the ability of prevention and control of natural disasters of grass-roots governments.Promote the discipline construction of emergency management.Taking human rights theory,risk management theory and life cycle theory as the theoretical basis,the author combs the existing research results through literature research,case analysis,comparative research and questionnaire survey,This paper clarifies the dynamic development of the emergency management ability of the grass-roots government,grasps the weak links existing in the scholars’ research,and takes this as the breakthrough point and the starting point.Through the analysis of typical cases and diversified investigation,the outstanding problems existing in the capacity of grass-roots governments in natural disaster emergency management are deeply excavated,mainly: ignoring disaster monitoring and early warning,imperfect disaster prevention infrastructure,difficulties in effective coordination of various forces in the process of disaster relief,insufficient information collection and utilization,inadequate implementation of post-disaster reconstruction,and insufficient humanistic care.Combined with the data and case analysis results,the author believes that the main reasons for the lack of emergency management ability of grass-roots governments for natural disasters are: weak publicity and education for disaster prevention and mitigation,unreasonable infrastructure planning,imperfect emergency management system,imperfect communication and coordination mechanism of departments,lack of professional technical equipment and talent support.Based on the research results,the author thinks that improving the ability of natural disaster emergency management of grass-roots government should focus on five aspects:To implement the department of disaster prevention responsibility,strengthen the construction of disaster prevention infrastructure construction,improve the natural disaster emergency management system and mechanism,and the construction of highquality emergency management personnel team,and comprehensively improve the emergency management ability,overall development,safety,to provide a strong foundation for the high quality development of China’s economic and social development.
