In recent years,with the frequent occurrence of extreme weather around the world,the international community has gradually formed a consensus to safeguard common interests in response to climate change,and has signed the United Nations Framework Convention on Climate Change,the Kyoto Protocol and other energy conservation and emission reduction action plan treaties.Participation in climate governance is an important part of China’s joint construction of a community with a shared future for mankind and the embodiment of its active commitment to the responsibilities of a major country,and China officially put forward the goals of achieving carbon peak before2030 and carbon neutrality before 2060(hereinafter referred to as the "dual carbon" goal)in 2020.The realization of the "dual carbon" goal will inevitably have a profound impact on China’s existing energy structure,and then affect China’s energy import and export.As an important neighbor in the north of China,Mongolia is a constituent country of the China-Mongolia-Russia Economic Corridor and an important node of the northern branch of China’s "Belt and Road" initiative,and coal cooperation is an important part of China-Mongolia economic and trade relations.Therefore,with the gradual implementation of China’s "dual carbon" goal,the level and level of ChinaMongolia coal cooperation need to be further improved,and overcoming negative resistance and expanding cooperation advantages in the future is the development direction of China-Mongolia coal cooperation.First of all,this paper sorts out the background and implementation status of China’s "dual carbon" goal,and summarizes that China’s "dual carbon" goal not only meets the requirements of China’s high-quality economic development,but also meets the long-term interests of achieving sustainable development in the future,but in the short term,it will also produce fluctuations in energy structure adjustment and the impact of coal supply,so it is necessary to establish first and then break down,and steadily implement the "dual carbon" goal under the premise of ensuring energy supply.Secondly,the current situation and existing problems of China-Mongolia coal cooperation are studied.It is found that under the background of the "dual carbon" goal,cooperation between China and Mongolia in the field of coal trade is inevitable and mutually beneficial,and trade cooperation is structural and long-term.However,the coal cooperation between the two countries is also affected to some extent by the complex international environment and the existence of restrictive factors in the two countries.In the context of the serious impact of the Russia-Ukraine conflict on the global energy market,ensuring and optimizing energy cooperation between China and Mongolia is related to China’s energy security.Moreover,in the long run,ChinaMongolia coal cooperation will also help to fully achieve the goal of carbon peak and carbon neutrality.Finally,based on the problems identified above,suggestions are put forward to promote the long-term sustainable development of coal cooperation between the two sides.This includes enhancing political mutual trust,promoting the steady implementation of the "dual carbon" policy and promoting the benign development of China-Mongolia coal cooperation,and relying on the cooperation platform to consolidate the achievements of coal cooperation.In addition,with the continuous improvement of China’s opening up to the outside world,the institutional opening up of rules,standards,systems,management and other institutions has steadily expanded.Studying the impact of the "dual carbon" goal on resource-exporting countries such as Mongolia can provide reference for research in related fields,consolidate China’s initiative in foreign energy trade,ensure energy security,and promote the realization of China’s "dual carbon" goal.
