In recent years,extreme climate events caused by global climate change have occurred frequently,and the response to climate change has become a major issue in global environmental governance,and the greenhouse effect caused by excessive carbon dioxide emissions is a major challenge faced by the whole world.At present,China’s energy structure is dominated by high-carbon fossil energy,and to achieve carbon neutrality,it is necessary to ensure energy security,strictly and reasonably control fossil energy consumption,and improve the level of clean and efficient utilization.The "Action Plan for Carbon Peaking by 2030" has planned specific action plans in the major strategic decision of "double carbon" : the traditional energy utilization mode is overly dependent on fossil energy sources such as coal,which is not conducive to the realization of the "double carbon" goal.Electric power companies should promote the development and utilization of clean energy such as coal,strengthen the development and utilization of renewable energy and promote the realization of the "double carbon" goal through energy saving and carbon reduction and efficiency.As a key power generation enterprise in Shandong Province,H Power Plant has been in an important stage of transformation and development in recent years.Based on common analysis tools,this paper collates and analyzes the external environment and internal resources of the company and concludes that the plant can effectively use opportunities to counteract external threats and can use internal strengths to avoid weaknesses and has a strong overall competitiveness.Finally,through the quantitative analysis of the QSPM matrix,the next transformation direction of the H power plant was determined to be a growth strategy based on the scoring of key factors by the senior and middle management on the alternatives.Based on the above analysis,this article proposes that H Power Plant should adopt a growth strategy,with implementation measures centered around continue to promote energy conservation and efficiency in thermal power,increase the structural share of clean energy,improve R&D and innovation in efficiency and carbon reduction technologies,and strengthen carbon asset management and capital operation.It also provides guarantees for the implementation of its growth strategy from aspects such as human resources,financial funds,information technology,and organizational systems.This paper complements the study on the strategic positioning and transformation plan of H power plant in the transformation process,which can provide a theoretical reference for similar power generation enterprises and is useful for promoting the low-carbon transformation of power enterprises in Shandong Province under the "double carbon" target.It is of practical significance to promote the low-carbon transformation of power enterprises in Shandong Province.
