Z Company Test Center Quality Management System Optimization Study

In recent years,with the rising price of international crude oil market,the development of oil and gas fields is on the rise.People’s understanding of oil exploration,drilling and production process is constantly improving,and the application of oil field chemicals in oil exploration and development has attracted much attention.Oilfield chemical quality inspection institutions as the first station of quality assurance,do a good job of oilfield chemical quality control,effective supervision,for the site production and management of the first pass.Z Company is a comprehensive service provider with complete business chain and outstanding integration advantages in the field of oil and gas engineering technology in China.It is mainly engaged in drilling fluid technology design services involved in oil and gas drilling,and is one of the three specialized drilling fluid technology service companies of state-owned enterprise group companies.The experimental testing center of Z Company was reorganized in 2008,and is responsible for the quality storage and supervision and inspection of the chemical products of Z Company’s oilfield.It is not only responsible for the daily management and sampling and testing of the laboratory,but also for the analysis projects of scientific research and product evaluation of Z Company.It is an important unit for the chemical quality control of Z Company’s oilfield.However,in the current process of deepening reform of state-owned enterprises,Z Company’s experimental testing center should change its concept,survive the harsh winter,seek survival and development,carry out reform and innovation,improve and optimize the quality management system,transform from a cost unit to a business unit,and jump out of the "comfort zone" of state-owned enterprises.Therefore,how to strengthen the quality management of the test center is one of the difficult problems facing the new situation.This paper takes the experimental testing center of Z Company,a state-owned enterprise,as the research object,adopts the method of literature review,the method of combining theory and practice,the method of questionnaire survey,the method of interview,and the laboratory quality management system based on the total quality management theory and ISO/IEC17025 standard.The present situation of the quality management system of the experimental testing center of Z Company is analyzed from six aspects: quality policy and objectives,general requirements,structural requirements,resource requirements,process requirements and management requirements.Subsequently,this paper evaluates the status quo of the quality management system of Z Company’s experimental testing center by conducting a questionnaire survey and in-depth interview within the company.The specific problems were found to be personnel management,quality process control,information management and quality management system.Through the combination of total quality management theory,ISO/IEC17025 standard laboratory quality management system theory analysis,found that the reason is that the control personnel allocation does not meet the needs,Technical level to be improved,lack of awareness of personnel quality management,personnel training is not in place,lack of training and assessment mechanism,lack of effective control in the inspection process,single quality control mode,lack of management and maintenance of production and operation system laboratory management,low efficiency of production and operation system laboratory management,low quality of internal audit and management review,imperfect document system.Through the research,the paper puts forward some suggestions to improve the quality management system of Z Company’s experimental testing center,including improving personnel ability,strengthening process management,optimizing laboratory information system,improving management system construction and other optimization countermeasures.This paper provides reference value for the construction and optimization of laboratory quality management system in petroleum and petrochemical industry.
