| Radioactivity in the environment mainly comes from natural background radiation and human activities.With the continuous development and construction of infrastructure in Yunnan Province,the increasing population of about 300,000 annually in recent years,and the deepening development and utilization of nuclear technology,human activities have more and more impact on environmental water bodies.As people’s demands for water quality become increasingly high,the attention of various sectors of society to the quality of water in the ecological environment is also increasing.During the 14th Five-Year Plan,the radiation environmental quality monitoring plan of the State Control Network proposed to coordinate land and sea area monitoring to ensure the stability of the level monitoring points and the authenticity,accuracy and completeness of the monitoring data.The monitoring results should objectively reflect the changing trend of the radiation environmental quality in China,and the monitoring information should be disclosed in a timely and reasonable manner to meet the public concerns.The Total α and total β radiation environmental monitoring projects of water bodies in Yunnan Province are derived from the radiation environmental quality monitoring work carried out in Yunnan Province every year,with the purpose of making the radiation environmental quality monitoring carried out in Yunnan Province more accurately,objectively and comprehensively reflect the status quo of radiation environmental quality in Yunnan Province.Based on the actual development of Yunnan radiation environment monitoring project,the characteristics of the project and the PDCA cycle theory in project quality management,this paper analyzes the whole process of the total α and total βmonitoring project in radiation environment monitoring,and optimize the contents involved in the quality management of the project.Finally,a quality management scheme suitable for the operation of total α and total β radiation environmental monitoring projects in Yunnan Province is proposed.The first chapter mainly summarizes the research on the radiation environment monitoring project from five aspects: research background,research purpose,domestic and foreign research status of project quality management,research methods and research significance.The second chapter defines the related concepts,and introduces the related concepts of project management and radiation environment monitoring respectively.In third chapter,the achievements,monitoring plans and work breakdown of Yunnan radiation environment monitoring project over the years are given to show the previous achievements and project operation.Through the analysis of the project results,the paper points out that the traceability and comparability of the existing data in the project play an important role in the project quality management.Through the introduction of the project operation,the optimization direction is proposed for the subsequent PDCA cycle theoretical analysis and the improvement of project quality management.In fourth chapter,PDCA cycle theory is used to analyze and explain the monitoring project,and there are still deficiencies in the organization construction,monitoring control and feedback improvement of the whole project.These deficiencies also provide the improvement direction for the quality management of the project in the following paper,so as to promote the optimization of the project quality management.In fifth chapter,based on the basis,current situation and problems described above,combined with the whole process and characteristics of the actual operation of the total α and total β radiation environmental monitoring project in water of Yunnan Province,from project preparation,operation to the end of the project,The optimization and improvement of the quality management of the project are described in detail in terms of the organization personnel involved in the project,instruments,quality plan,sampling management,detection management,data management and verification feedback.In this paper,the actual development of the project is summarized,combined with the project management method,the main quality management content involved in the operation of the total α and total β radiation environment monitoring project in Yunnan province is analyzed and the optimization plan is proposed,so as to provide a reference for the quality management of the radiation environment monitoring project in Yunnan province and similar environmental monitoring projects.By integrating the project quality management theory system with environmental monitoring projects,the development of quality management in the field of environmental monitoring can be broadened.It provides the basis and support for the operation of total α and total βradiation environmental monitoring projects in Yunnan Province in the future,and also provides a reference for the management system setting of peer radiation monitoring projects. |
