| The rapid development of the economy has brought vitality to the development and progress of our country,but also brought a variety of air pollution problems.In recent years,air pollution present trans-regional,cross-sectoral characteristics of local government in China is actively explore the effective ways and mechanism of collaborative governance,but due to the unbalanced regional development,local governments pay more attention to their own interests and immediate interests,fragmented coordination difficulties,atmospheric pollution collaborative governance has been difficult to form effective force.Therefore,based on the heterogeneity among local governments,it is an important issue to explore the factors affecting the difficulties of regional coordinated air pollution governance and promote the coordinated air pollution governance cooperation among local governments.Based on this,this paper in view of the atmospheric pollution of collaborative governance,from the perspective of heterogeneity and dynamic analysis,and the basic principles of game theory,based on complex network with bounded rationality as the decision-making of local government,the atmosphere pollution in collaborative governance network and the evolution of the decision-making process and subjects to the evolution of the entire network of cooperation.Firstly,this paper analyzes the topology and characteristics of the two-layer cooperative governance network between urban agglomerations and government departments in the collaborative governance of air pollution.It is found that the network has the characteristics of a small-world network and the nodes in the network are heterogeneous.Based on this,the small world network as the carrier,based on evolutionary game theory,analyzes the individual local governments in collaborative governance network game scene of equilibrium and stability,constructed considering income heterogeneity and the heterogeneity of preference heterogeneity,income distribution,and other internal factors and collaborative governance network scale,network structure,strategy evolution rule driven by external factors,such as double power factors of atmospheric pollution collaborative evolutionary game model under complex network;Then the MATLAB simulation framework of the model was designed and the dynamic influence of external and internal dynamic factors on the collaborative governance of air pollution and the ratio interval that could stimulate the emergence of cooperation were discussed through simulation experiments.The study found that a small collaborative governance network has obviously improved the collaborative governance of local government decision-making in the network evolution speed,at the same time,the ratio of income heterogeneity interval preference heterogeneity in [0.6,1],the ratio of the interval in [1.2,1.4],the heterogeneity of distribution ratio range in [0.6,1] can arouse the enthusiasm of local government cooperative governance,better realize the coordinated governance cooperative emergence of atmospheric pollution;Finally,a case study is introduced to analyze the participation rate of collaborative governance of air pollution by using the model,which verifies the effectiveness and operability of the model,and puts forward countermeasures and suggestions for improving the collaborative dilemma caused by regional heterogeneity.In this paper,a complex network of atmospheric pollution synergy evolution game model,to simulate the real and effective evolutionary game process of cooperative governance,by against atmospheric pollution synergy governance under the network environment the main body of local government in complex evolutionary game analysis,to explore the main dynamic factor of the existence of atmospheric pollution together,obtain the value range and system equilibrium state of the key factors that promote the coordinated control of air pollution among heterogeneous subjects in the region,and provides a certain theoretical basis for practice for regional air pollution synergetic governance. |
