Study On The Interaction Mechanism Between Government And Enterprise In The Collaborative Control Of Dairy Farming Pollution

In recent years,the continuous development and upgrading of dairy farming model,large-scale,intensive development of large-scale farming pastures,the rapid increase in the number of large and medium-sized pastures,the resulting large number of manure pollution of the environment has become increasingly apparent,hinder the sustainable and stable development of dairy farming.Industrial development and environmental protection are not inherently opposites.With the modernization of governance capacity,dairy farming pollution control has undergone fundamental changes.In terms of collaborative governance of pollution in dairy cattle breeding,the government and enterprises have found a good way to control,from the previous punishment to the current joint governance,to achieve a win-win situation,which is not only a change in the way of working,but also the inherent requirement of governance modernization.Establishing a good interaction mechanism,integrating resources,and reaching a consensus on governance can not only effectively control pollution,but also promote the collaborative relationship between the two sides and improve the governance system.This paper takes the government-enterprise interaction mechanism in the collaborative governance of dairy cattle breeding pollution in X District of Yinchuan City,Ningxia as the research object,and uses interview method,questionnaire survey method and case study method to investigate and understand the collaborative governance of breeding pollution,and find out the existing problems of government-enterprise interaction in collaborative governance.There are mainly problems such as imperfect guarantee mechanism,failure of communication mechanism and weak supervision mechanism.Due to the lack of basic guarantee of interaction,lack of guidance and catalysis in communication,and insufficient play of supervision mechanism.Therefore,it is suggested to strengthen the construction of government-enterprise interaction mechanism in pollution collaborative governance from the aspects of deepening policy support for pollution control,changing the awareness of government-enterprise governance,giving full play to the leading role of enterprises,strengthening the guidance and catalysis of interaction,unblocking communication channels,effectively promoting information disclosure,improving supervision system and strengthening performance appraisal,so as to promote the improvement of governance capacity,effectively control the pollution of dairy farming and promote the healthy development of dairy farming industry.
