Game Analysis Between The Enterprise And The Government On Air Pollution Control

Currently, while all levels of governments, enterprises and society people concernabout economic growth are also giving high importance on protecting the environment,the production mode of destructing the environment to increase the GDP is difficult toachieve sustainable development of our economy and society, therefore, looking for theharmonious development meeting point of economy and environment is the current focusof work of the enterprises and governments.The enterprise and government as the twodifferent interest groups, the starting point of their work and the pursuit of differentinterests are different, which then led to different behavior patterns in the actualproduction and work process. Iron and steel enterprise as the major source of air pollution,not only is facing pressure on the environmental policy of the state’s power to control thepollution, but also facing the market pressure which brought by economic growthslowdown, how to ensure the effectiveness of iron and steel enterprise to survive at thesame time to make smoke pollution control in order to achieve sustainable development ofiron and steel enterprises in order to promote the completion of a harmonious enterprise,taking into consideration the interests of both, it will result in the iron and steel enterprisesto start the game on air pollution control with the government inevitably.In the perspective of game theory, This paper analyzes the interests conflict andinterest orientation among enterprise, local government and central government firstly,then under the different assumptions builds the game matrix models of the enterprise andlocal governments, local government and the central government as well as them three,and analyzes the outcome of different game models, then regard sintering flue gasdesulfurization project of an iron and steel enterprises as the example in Hebei province,analyzes the interests conflict and interest orientation among iron and steel enterprise,local government and central government, finally put forward specific path to promote thegame balance improvements of enterprise and government depending on the result, inorder to promote the harmonious development of enterprises and the government, theeconomy and the environment eventually.
