Study On Regional Industrial Environmental Efficiency Evaluation And Influencing Factors

Chinese industrial economy is developing steadily,and industrial economy plays an important role in the development of the national economy.However,the long-term extensive industrial development model makes the resource and environment problems prominent.Industrial environmental efficiency is to minimize the impact on the environment while improving the economic benefits of industrial enterprises and reducing resource consumption.It takes into account both the positive impact of industrial development on the economy and the negative impact on the environment.The improvement of industrial environmental efficiency is an objective requirement to achieve green and sustainable development of China’s industry.The Yangtze River Economic Belt(YREB)has an important strategic position in China,and industrial enterprises are densely distributed.Industry is an important support for the economic development of the YREB.Under the background of the new era,industrial development is no longer only pursuing quantity growth,but also considering how to transform and upgrade the industry to achieve green development of the industry.This requires us to first understand the status quo of the industrial development of the YREB and the status quo of the industrial green development of the YREB.Based on this,we further analyze the relevant factors affecting the industrial green development of the YREB,and finally put forward suggestions for improvement.Based on the industrial environmental data of 44 cities in the YREB of China from 2010 to 2019,this paper first evaluates the industrial environmental performance of cities in the YREB by using a non-directed,non-expected output and super-efficiency EBM model.Then,the globalMalmquist index method was used to analyze the change of industrial environmental performance from the dynamic perspective,and the Tobit panel regression model was used to explore the influencing factors of industrial environmental performance.The main conclusions are as follows:(1)From the static perspective,the average EBM value of industrial environmental performance of cities in the YREB during the study period is 0.734.On the whole,the industrial environmental performance of the YREB is still very low,with fewer cities greater than or equal to 1.There is still a large space for improving the quality of industrial development.The comprehensive efficiency of each region of the YREB shows a trend of "decreasing first and then rising with fluctuation",and the comprehensive efficiency is more influenced by scale efficiency.(2)From the dynamic perspective,the average GM index,efficiency improvement index and technological progress index of the industrial environmental performance of cities in the YREB during the study period are 1.072,1.004 and 1.076 respectively.On the whole,the productivity of the YREB increased by 7.2% on average,with a fast growth rate.Generally speaking,the industrial development did not sacrifice the environment and resources too much,and pollution control and environmental protection were well done.Technological progress was the main reason for improving the industrial environmental efficiency.(3)As can be seen from the results of Tobit panel regression model,among the influencing factors of industrial environmental performance,the improvement of regional economic development level can promote the improvement of industrial environmental performance in the YREB.Local governments need to increase investment in environmental protection and pollution prevention and control to accelerate the improvement of industrial environmental performance.The level of industrialization has a significant negative impact on industrial environmental efficiency.The degree of opening to the outside world has no significant negative influence on industrial environmental performance.Local governments should formulate relevant policies to ensure the quality of foreign investment.The marketization degree of government has a significant positive impact on the improvement of industrial environmental performance.Therefore,local governments should pay attention to environmental protection and governance while pursuing economic development.The urbanization level will inhibit the improvement of industrial environmental performance in the YREB.Finally,based on the research of the YREB industrial environment efficiency angles,targeted put forward the countermeasures to promote the construction of ecological civilization,in addition to other parts of the industrial efficiency and healthy development of the ecological environment to provide theoretical guidance,find out the correct ecological civilization development path,promote the green development of industry in China.
