Research On The Instructions Of Ecological Civilization Demonstration Zone In Zhangjiakou City

Beijing organized the Winter Olympics jointly with Zhangjiakou and pushed Zhangjiakou historically to the world stage.Green Olympics requires “green energy,recycling of resources,and sustainable use” as its philosophy.It is required that the forest coverage in Zhangjiakou city increased to 50% by 2020,and the concentration of PM2.5 should be reduced to 25 μg/m3.To achieve this solemn promise,it is imperative to speed up the construction of the first demonstration area of ??ecological civilization,optimize the ecological environment,and increase the control of air quality.From January 23 to January 24,2017,President Xi Jinping visited the Olympic Winter Games venues and Zhangjiakou city and made excellent instructions of "construction of the capital’s water conservation function zone and ecological environment support zone","handover of the Winter Olympic Games and preparations for the local development.The establishment of a demonstration zone for ecological civilization is an inevitable requirement for the implementation of the spirit of the latest instructions of President Xi Jinping.It is also an objective need for Zhangjiakou to realize ecological priorities and green development.Zhangjiakou City locates in the transitional zone of the construction of the China-Mongolia-Russia Economic Corridor,and it is the important road for communication between the Mongolian Plateau and the North China plain.It has always been a military fortress and an important gateway for military strife.It is an important holy site for the integration and unity of the Chinese nation.It is the the strategic node for the construction of the Beijing-Tianjin-Hebei world-class urban agglomeration.Due to the natural environment,resource endowments,economic and social development stages,Zhangjiakou city still faces many problems and challenges in the construction of ecological civilization.Including: The current status of eco-environmental quality is still not up to standard,the long-term contradiction between ecological and environmental protection and economic development and peasants’ income increase is becoming increasingly prominent,and the long-term mechanism of market-based ecological compensation is difficult and reasonable to regulateatmospheric environmental quality because of the high replacement cost of renewable energy.Through the analysis of the issues,a series of countermeasures and recommendations in line with Zhangjiakou’s situation were proposed,namely: optimizing the spatial pattern of national land development,adjusting and optimizing the industrial structure,accelerating the transformation of development methods,and proposing safeguard measures and policy recommendations.In this paper,the field survey method is used to conduct field surveys of relevant regions to obtain first-hand data,and to effectively organize and analyze them.By studying the construction of this experimental plot in the demonstration area,it will be helpful to understand the internal logic and relationship of ecological civilization construction.At the same time,the research on the construction of the first demonstration area of ??ecological civilization in Zhangjiakou City can provide some inspiration and reference for the construction of ecological civilization in the underdeveloped regions,and it can also promote the experience of these technologies and policies in Hebei Province and even the whole country.Further research on the demonstration area of ??ecological civilization in Zhangjiakou city will provide a copyable and extendable experience with Zhangjiakou characteristics for the construction of ecological civilization throughout the province and even the whole country.
