Research On The Implementation Of The Environmental Protection Inspection System In The Huangshui River Basi

Huangshui River is the "Mother River of Qinghai people" and the largest tributary of the Yellow River in Qinghai.In recent years,with the rapid growth of population and the gradual expansion of urban scale in Xining and Haidong,the discharge and types of pollutants into the river of Huangshui River have far exceeded the environmental capacity of the river,and the ecological environment of Huangshui River basin has been seriously threatened.Since the 18 th National Congress of the CPC,the construction of ecological civilization and ecological environmental protection have been put in a prominent position in our overall work,and the reform of the system and mechanism has been continuously deepened.On this basis,the system of central ecological environmental protection supervision has emerged.With the implementation of two rounds of central environmental supervision,prominent ecological and environmental problems around a number of people have been effectively solved,and take this opportunity to promote the continuous transformation and upgrading of economic development mode.According to the arrangements of the central government,Qinghai Province received two rounds of central ecological and environmental protection supervision in 2017 and 2019 respectively,and Qinghai has also carried out several rounds of regular and special provincial supervision.All kinds of environmental protection inspectors pointed out some ecological and environmental problems in Xining and Haidong of Huangshui River Basin.Relevant local governments and relevant departments made positive rectification in light of the problems pointed out by environmental protection inspectors.Taking the environmental protection supervision system as the research object and taking the Huangshui watershed in Qinghai Province with prominent ecological environment problems as the breakthrough point,this paper sorted out the implementation of the central and provincial environmental protection supervision system in Huangshui Watershed,and found out the existing problems in the process of promoting ecological environment protection and management in the Huangshui watershed.The main causes of these problems are analyzed deeply and the countermeasures are put forward.This paper mainly carries out research work from the following directions: First,this paper summarizes the domestic and foreign literature on environmental management and environmental supervision system from multiple perspectives,defines related concepts,and analyzes management theories related to environmental supervision system;Then,the paper reviewed the general situation of environmental protection supervision in Huangshui Basin,and summarized the current status and achievements of ecological protection in Huangshui Basin since the implementation of environmental protection supervision system from the aspects of infrastructure construction,environmental supervision,environmental quality change and public evaluation by means of interview and communication,questionnaire survey and data comparative analysis.Find out the problems existing in the process of system implementation,and analyze the deep-seated reasons from many aspects;Finally,combining with the actual situation of ecological environment protection in Huangshui Basin,from two aspects of top-level design and working mechanism,this paper puts forward some countermeasures and suggestions on perfecting the supervision laws and regulations system,strengthening the establishment of supervision institutions,clarifying the responsibilities of environmental protection supervision,strengthening personnel training,promoting public participation and accurately conducting interviews and accountability.
