Research On Environmental Supervision Issues And Countermeasures Of Industrial Parks

M city is a mountainous city in Guangdong Province,whose economic development lags behind the Pearl River Delta.The establishment of industrial park is very important for promoting local economic development and improving local people’s living standards.In2003,M city set up a high-tech park,which mainly engaged in high-end food,beverage,textile,auto parts and other manufacturing industries.The development of high-tech industrial park also brings the corresponding environmental pollution problem.Under the new situation of advocating green development,the environmental protection problem of industrial park is very prominent.How to coordinate the economic development and environmental protection of the park is a problem in front of M municipal government.Under the above background,this paper selects M City High-tech Industrial Park as the research object to study the environmental protection supervision of the park.With the help of environmental regulation theory and government regulation theory,this paper constructs the analysis dimension of industrial park environmental regulation,which includes three dimensions: regulatory responsibility dimension,regulatory mechanism dimension and regulatory guarantee dimension.In the three dimensions of analysis,this paper studies the environmental protection supervision of M city’s high-tech industrial park.The author mainly uses case method and investigation interview method.Through the interview and investigation of the staff of the Management Committee of M city high tech Industrial Park,the person in charge of the enterprises in the park,the employees and the residents in the park,the paper finds that the problems faced by the environmental protection supervision work in the park are mainly the cross responsibilities of the supervision subjects,the weak awareness of the supervision objects to participate in the environmental protection,the poor implementation of the supervision,and the inadequate implementation of the supervision system.From the three dimensions of regulatory responsibility,regulatory mechanism and regulatory guarantee,this paper analyzes the causes of environmental protection regulatoryproblems in M city’s high-tech industrial park,which are mainly as follows: the main aspect of regulatory body is that the rights and obligations of regulatory authorities are not equal,the functions of regulatory authorities overlap,and the coordination of regulatory actions is not coordinated;the main aspect of regulatory mechanism is that regulatory authority and responsibility mechanism and information mechanism are not perfect;regulatory In terms of security mechanism,there are mainly insufficient allocation of supervision personnel and capital investment,and inadequate use of modern supervision technology,etc.Finally,based on the advanced experience of environmental protection supervision of industrial parks at home and abroad,the paper puts forward specific suggestions to optimize the environmental protection supervision of M city’s high-tech industrial parks according to the basic situation and existing problems of M city’s high-tech industrial parks,mainly including: improving the functional system of environmental protection supervision,implementing the list system of environmental protection supervision,establishing and improving the grid management system of environmental protection supervision;We will improve the credit mechanism,participation mechanism and information disclosure mechanism of environmental protection supervision,and strengthen the human,professional and technical support and material resources support of environmental protection supervision.
