Research On The Problems And Countermeasures Of F Province Ecological Environmental Protection Supervision

Since the 18 th National Congress of the Communist Party of China(CPC),China has attached great importance to the development of ecological civilization,accelerated the building of an ecological civilization system,and included the building of socialist ecological civilization in the newly revised Party Constitution.In order to promote the development of ecological civilization,the central ecological and environmental protection supervision was officially launched in 2016,covering 31 provinces(autonomous regions and municipalities directly under the central government).The supervision group urged party committees and government departments at all levels to fulfill their duties of ecological and environmental protection through "supervision of government affairs".As the national ecological civilization pilot zone,F Province actively responds to the call of the central ecological environmental protection supervision,and the work of ecological environmental protection supervision has achieved certain results.However,due to the late start of ecological environmental protection supervision,there are few studies on provincial ecological environmental protection supervision.Therefore,by reading and referring to a large number of domestic and foreign works and periodicals on ecological and environmental protection,the author made a specific analysis and research on the ecological and environmental protection supervision in F Province,and found that there were some problems in the ecological and environmental protection supervision in F province while achieving results,and put forward relevant suggestions and countermeasures.This study mainly analyzes the ecological and environmental protection supervision in F province,based on the theory of government functions and ecological civilization.By studying the basic situation of ecological and environmental protection supervision in F province,analyzing the evolution process and operation mechanism of ecological and environmental protection supervision in F province,summarizing the specific measures of ecological and environmental protection supervision in F province,and studying the construction effect and successful experience of ecological and environmental protection supervision in F province.This study found problems existing in the supervision of ecological environmental protection in F province,and found deficiencies in the supervision governance mode,supervision organization,supervision personnel,supervision social participation and other aspects.The reasons for these problems lie in imperfect supervision laws and regulations,imperfect supervision institutions,imperfect supervision guarantee and incentive mechanism,and imperfect social participation system.Through the case analysis of ecological and environmental protection supervision in other provinces in China,the ecological and environmental protection supervision in F province can learn from Hubei Province’s innovative handling of letters and visits,and learn from Zhejiang Province’s leading ecological and environmental protection supervision relying on digital technology.Based on the above findings,this study puts forward four countermeasures and suggestions for improving the ecological environmental protection supervision in F Province,including improving the legal norms of ecological environmental protection supervision,optimizing the organizational configuration of supervision institutions,improving the supervision guarantee and incentive mechanism and improving the social participation mechanism.Finally,this study hopes to put forward useful suggestions through the research and analysis of ecological and environmental protection supervision in F province,which can provide reference for other provinces in China to carry out ecological and environmental protection supervision.
