| Our Chinese regional environmental protection supervision system is the vertical organization of national environmental protection and effective supplement of the environmental governance system,which aims to address environmental problems of trans-districts.It breaks through the old administrative divisions and realizes the cross-border cooperation and solution of the environmental problems.It also plays an important role during the period of practicing and achieves great progress.However,in recent years,air pollution in Beijing,Tianjin and Hebei,pollution events in the Pearl River Delta and other regional environmental problems expose the problem of china’s regional environmental protection and supervision system.In recent years,serious atmospheric pollution events such as haze occur frequently in Beijing,Tianjin and Hebei,which have great impact on our country.More and more people know the regional environmental protection and supervision system.This paper takes This as perspective.Based on the system and its practical experience,this paper analyzes the problems of regional environmental protection and supervision system and give some suggestions on the perfection and effective realization of this system.In the first part,the author analyzes the case and opens questions.Then it talks about the general situation of this system: the first is the establishment of the regional environmental protection and supervision center;the second states its operating mechanism,working mechanism,means and its nature;the last analyzes the necessity of this system.In the second part,the author analyzes the problems in legislation,positioning,power matching,departments cooperation and cooperation between government of this system according to the case.In the third part,the author puts forward some solution strategies based on the case and useful experience of the foreign environmental protection and supervision system.First of all,we should improve the laws and standardize its behavior.Secondly,the function of the system must be clear and independent.Secondary,the function and office of the system should be implemented.Once more,we should straighten out the mutual relations between the system and other parties and cooperate each other.Finally,the system should play the role of promoting coordinated and governance of governments inBeijing,Tianjin and Hebei. |
