General Secretary Xi proposed to achieve carbon peak by 2030 and carbon neutralization by 2060.As an important energy base in China,resource-based cities provide resources for national economic construction in the early stage of China’s development.However,resource-based cities take natural resources as the leading industry.These industries have high energy consumption and high carbon emission,resulting in serious environmental pollution in resource-based cities.In recent years,in order to promote the sustainable development of cities,the state has issued many policies and systems.The report of the 19th National Congress pointed out that local governments should strengthen control,transform resourcebased cities,reduce the consumption of resources and protect the ecological environment.Therefore,under the dual carbon goal,it is very important for the government to strengthen control,implement environmental protection policies and promote the low-carbon transformation and development of resource-based cities.Taking the panel data of 110 resource-based cities from 2006 to2018 as the research object,this paper uses empirical research to explore the relationship between government subsidies and carbon emission intensity and its transmission mechanism.By constructing an intermediary effect model,this paper tests the transmission mechanism of government subsidies affecting carbon emission intensity through environmental regulation comprehensive index and green technology innovation.In addition,six representative A-share listed companies in 110 resourcebased cities are selected to analyze the correlation between government subsidies and technological innovation.The empirical results show that:(1)there is a significant negative relationship between government subsidies and carbon emission intensity,that is,for resource-based cities,the increase of government subsidies at this stage is conducive to reducing carbon emission intensity;(2)The intermediary regression results show that government subsidies will have a direct impact on carbon emission intensity.In addition,government subsidies also have an indirect effect on carbon emission intensity through two intermediary transmission paths: environmental regulation comprehensive index and green technology innovation.For the intermediary transmission path of government subsidies through the comprehensive index of environmental regulation,government subsidies reduce the intensity of carbon emissions by enhancing the intensity of environmental regulation;For the transmission path of government subsidies affecting carbon emission intensity through green technology innovation,government subsidies reduce carbon emission intensity by promoting the level of green technology innovation;(3)Regional heterogeneity analysis found that for Eastern resource-based cities,central resource-based cities and Western resource-based cities,there is regional heterogeneity in the direct impact of government subsidies on carbon emission intensity: government subsidies in Eastern resource-based cities have the best effect on restraining carbon emission intensity,followed by the central and the last in the West.(4)Further analysis shows that the government subsidies of Eastern resource-based cities and central resource-based cities will realize the indirect effect on carbon emission intensity through the two intermediary transmission paths of environmental regulation comprehensive index and green technology innovation,and the government subsidies of Western resource-based cities will only realize the indirect effect on carbon emission intensity through the intermediary transmission path of green technology innovation.(5)Enterprise data analysis shows that with the increase or decrease of government subsidies,the number of green patent applications of the enterprise will also increase or decrease.The number of green patent applications represents the level of green technology innovation of the enterprise to a certain extent.Green technology innovation can adopt advanced energy-saving and carbon reduction technologies and lead the energy conservation and emission reduction of the iron and steel industry.Therefore,the government subsidy policy can promote the energy conservation and emission reduction of the enterprise to a certain extent.Based on the above mechanism analysis and empirical analysis,and in view of the regression analysis results,this paper puts forward some relevant policy suggestions: in order to reduce the intensity of carbon emission,the government should give full play to its leading role,formulate perfect system,laws and regulations,increase subsidies and support for energy conservation and emission reduction of enterprises,formulate green innovation oriented policies,and guide and urge the transformation of scientific research investment projects of enterprises to green R & D;Implement differentiated environmental policies for different types of resource-based cities;Increase investment in talent training and scientific research,and pay attention to incentives for enterprise R & D personnel;Enterprises themselves should always pay attention to the changes of government subsidy policies,make timely reflection and adjustment,and improve the utilization efficiency of subsidies.
