The Construction And Comprehensive Evaluation Of China’s Regional High-quality Development Index System Incorporating Carbon Neutrality

China’s high-quality development solves not only the development problem,but also the survival problem.This is the urgent need for high-quality development at present and the guidance for the mainstream direction of future development.In 2017,China put forward the concept of high-quality development for the first time,and required the establishment of a complete indicator system,policy system and statistical system to promote high-quality development of China’s economy.Based on this,this thesis integrates carbon neutrality into the theoretical framework of China’s regional high-quality development on the basis of fully considering the connotation and characteristics of high-quality development and carbon neutrality goals,and constructs the evaluation index system of China’s regional highquality development from the five dimensions of economic development,open innovation,coordinated development,shared development and ecological environmental protection.We will further expand and shrink the weight of carbon neutral indicators,build different indicator weight distribution systems,and comprehensively evaluate the high-quality development level of 30 provinces,regions and cities across the country through entropy weight TOPSIS method and AHPTOPSIS method,and study the spatial distribution pattern and development trend of regional high-quality development level through spatial statistical analysis,in order to better promote regional development.The research results show that the overall level of high-quality development across the country is not high.Although it continues to grow,the growth rate has slowed down.In 2016,China’s overall high quality development level scored 0.24 points,which was relatively low,but continued to increase in the following four years.In 2020,the score rose to 0.299,a cumulative increase of 24.6 percentage points.In terms of growth rate,the growth rate in the following years was only 5.19%,3.66% and 4.41%,except for9.37% in the first year.Although the growth rate remained stable,the growth rate had a slowing trend.According to the calculated total score and ranking of high quality development level,it can be seen that Guangdong,Jiangsu,Beijing and Shanghai have remained in the forefront from 2016 to 2020,while Zhejiang has gradually entered the first tier in recent years.Guangdong is the only province in the country with a score of more than0.6,while the ranking of other regions has changed in the past five years.In contrast,Hebei,Gansu,Qinghai,Xinjiang and other regions rank lower in the high quality development level.Unlike the top regions,the ranking of the lower regions fluctuates greatly.In the statistical period,the high-quality development scores of 30 provinces,autonomous regions and cities are rising,which shows that the current overall development is good,and the regions with leading advantages continue to lead,while the latter is more difficult to catch up.At present,there are large differences in the quality development level of the four major regions in China.Only four regions with excellent quality development level are concentrated in the east,and there are no poor regions in the east.Except for the eastern region,only Sichuan and Yunnan in the western region and Heilongjiang in the northeast can achieve good quality development level scores,while no province in the central region can achieve good or above.According to the ranking of 30 provinces,regions and cities in the country under different evaluation systems constructed by the analytic hierarchy process,it can be seen that the scores of high-quality development level in most regions have been improved after the weight of green development indicators such as carbon sink has been increased,which shows that most regions in China have relatively high resources and environmental endowment,but the economic development is not sufficient,and there is still broad space for development.In addition to the slight decline in the score of green development in economically developed areas such as Guangdong and Jiangsu,the scores of green development tendency in Liaoning and Shandong,which are different from the above,are lower from the scores of various indicators.The first reason is that in recent years,the industry incubation speed is relatively fast,and some green and environmental development has been sacrificed in the development;Second,due to its poor environment and low level of green development,the score was lowered again after the weight of green development was increased.In addition,Beijing is more special.As a small number of regions with high economic development level,but equally excellent green development,Beijing should benefit from Beijing’s development thinking: from the development thinking of light industry supplemented by heavy industry to the development of emerging industries such as electronic information,cultural exhibition,etc.,while gradually moving out of the heavy industry,the environment continues to improve,which is a model of good economic and green development.From the evolution of the spatial distribution of high-quality development level in the past five years,we can see that China has achieved remarkable development results during this period,and the development evaluation level in many places has risen,but there is still uneven development.At present,the areas with better development are mostly concentrated in the southeast coastal areas,while the western and inland areas are generally poor in development,and the overall development situation is high in the east and low in the west.In line with the idea of promoting common prosperity by driving the rich first and promoting common prosperity,the current trend of radiation has gradually emerged from east to west.At present,the development of central China is accelerating,but the development of northwest China is still lagging behind.With the help of other supporting measures such as the rapid development of the carbon sink market,backward regions will have more opportunities to realize the transformation from green water and green mountains to golden mountains and silver mountains,and finally achieve common prosperity.This thesis puts forward the following three meanings after research: First,accelerate the construction of new development pattern and promote the upgrading of supply chain and industrial chain;Second,deepen the supply-side structural reform and implement the regional coordinated development strategy;Third,adhere to reform,opening up and innovation,and complete breakthroughs in key areas and key links.
