| Since reform and opening up in 1978,because of our abundant labor resources and the state-supported trade policy,our manufacturing industry has achieved rapid development,causing the export volume to increase significantly.However,the export scale cannot represent the real gains of a country in international trade.In order to accurately calculate the real gains of a country in international trade,a new concept emerges: export domestic added value.Through calculating the domestic value added of export,the scholars found that the manufacturing export of our country displays the "large and not strong" phenomenon,although the export is large,but the domestic value added of export is not high.In order to get rid of this problem,China’s manufacturing industry needs to immediately adjust its industrial layout,and ultimately drive the high-end of the global value chain.Based on the above issues,the report to the 19 th National Congress of the Communist Party of China instructed that in order to promote the building of manufacturing power,quality should be ensured while the importance of efficiency should be considered.However,our environment has been ignored because of the rapid development of the manufacturing industry,and the environmental problem is increasingly severe.At present,the CPC Central Committee and The State Council have attached great importance to the protection and restoration of the ecological environment.The whole country should attach great importance to ecological protection and improve the intensity of protection.The sustainability of the ecological environment system should be taken as the goal.To this end,the upgrading of the manufacturing industry is urgent,the green economy is promising,and the goal of a beautiful China is finally realized.In recent years,the policy of environmental rules has pointed out the direction for the development of manufacturing industry and sustainable development of the environment.Therefore,this paper studies the relationship between environmental regulation and the domestic value added rate of China’s manufacturing export,which provides theoretical suggestions for the formulation,modification and implementation of China’s environmental rules.At the same time,it is of great significance for the upgrading and transformation of China’s manufacturing industry,improving its position in the global value chain,and finally realizing the goal of building a strong manufacturing industry.First,on the basis of collating relevant literature,this paper studies the theoretical mechanism of environmental regulation affecting the domestic value-added rate of manufacturing exports,and finds that environmental regulation ultimately affects thedomestic growth rate of exports through the positive effect of innovation and the negative effect of cost.The innovation effect is mainly reflected in three aspects:promoting technological updating and iteration,improving production efficiency;Production process optimization and innovation of new products,to achieve a substantial increase in product value,these three ways together to improve production efficiency.The cost effect is mainly reflected in two aspects: increasing direct and indirect costs,squeezing enterprise resources;It will increase the transfer cost of enterprises,which is not conducive to the development of enterprises.At the same time,it will produce the hollowing out of regional industries,which will have an adverse impact on the domestic added value of manufacturing exports.Secondly,this paper uses the data samples of WIOD database from 2005 to 2014 to establish a panel model,and uses empirical evidence to analyze the impact of environmental regulations on the domestic value-added rate of manufacturing exports.In this paper,the fixed-effect model is selected,and the heterogeneity test is conducted,and finally the robustness test is conducted to study the impact of environmental regulations on the domestic growth rate of manufacturing exports.The empirical results are as follows: the impact of environmental regulation on the domestic value added rate of manufacturing exports is promoted in the early stage and inhibited in the later stage,that is,appropriate intensity of environmental regulation will increase the domestic value added rate of manufacturing exports;However,when environmental rules are too strict,they will have a negative impact on the increase of the domestic value added rate of manufacturing exports,and different industries within the manufacturing industry will have different impacts because of their different technology categories.Finally,according to the theoretical mechanism and experimental results,the following conclusions are drawn: First,the government should vigorously support the release and implementation of environmental rules related system,and form a longterm mechanism;Secondly,the intensity of environmental rules should not be too strong,and the increase of environmental intensity should be a small and gradual process.Third,establish a favorable business environment to encourage innovation and competition.Secondly,the formulation of environmental rules should adhere to the diversity,not more than a single,in order to regulate the right medicine;Finally,the innovation dividend generated by environmental rules will promote the development of enterprises,and manufacturing enterprises should spend more money on research and development. |
