With the continuous development and deepening of the international division of labor,the global value chains extend worldwide.With its own advantages,China has continued to penetrate the global value chain and become a major trading country,but it is still at the low end of the value chains and the average domestic value-added rate is low.At the same time,China’s environmental problems have become increasingly prominent,and environmental protection is urgent.Faced with the dual pressures of improving the status of global value chains and environmental protection,can Chinese enterprises achieve a win-win situation between environmental protection and the promotion of global value chains?Taking the Domestic Value-Added Rate(DVAR)of export of firms as an entry point,this paper is based on the matching data of China’s Industrial Enterprise Database and China’s Customs Import and Export Statistics Database from 2000 to2013.Based on theoretical analysis,this paper takes the cleaner production standards implemented successively from 2003 to 2010 as a quasi-natural experiment,and uses the multiple difference method to empirically test the impact of cleaner production standards on DVAR of exports of firms from the micro level.The results show that:(1)The implementation of cleaner production standards has significantly reduced the on DVAR of exports of firms,but the average impact is small,and the impact of this environmental policy on DVAR can last for three years and reach its peak in the third year,after which the impact becomes small or insignificant;(2)Heterogeneity analysis shows that cleaner production standards have a heterogeneous impact on DVAR of exports of firms with different industry characteristics(different original pollution treatment capabilities and innovation capabilities)and different regional characteristics(different factor market maturity and legal perfection).Industries with strong original pollution treatment capabilities or high original innovation capabilities,as well as areas with more mature factor markets or better legal systems,can significantly alleviate the negative impact of cleaner production standards on DVAR of exports of firms.This paper believes that China should adhere to the implementation of clean production standards and use other policies in conjunction with clean production policies.Specifically,the government should encourage enterprises to innovate and enhance the overall innovation of the industry;improve the pollution treatment capacity and efficiency of key industries and include them in the evaluation system of regional officials;continue to deepen the reform of the domestic factor market and legal system to form a situation in which the market and the government support,coordinate and cooperate with each other,which is compatible with the existing cleaner production environmental regulations,and promote the assistance of the market and the government’s internal and external engines,to minimize the negative impact of the clean production standards on firms,and ultimately achieve a win-win situation for environmental protection and the promotion of global value chain status.
