| Protecting the environment and increasing the domestic value-added ratio of exports are hot issues in economic development.Industry is an important support for China’s economic growth and has created a growth miracle for China,but industrial production has also caused tremendous pressure on the environment.At present,China is vigorously promoting the construction of ecological civilization and issuing various environmental regulations and policies,which are intended to promote economic growth and sustainable development of the ecological environment.The export of industrial products accounts for a large part of China’s total exports,but the trade gains among them are not simply measured by the scale of exports.The domestic value-added ratio of exports relatively accurately reflects a country’s actual gains in international trade.Therefore,discussing the relationship between environmental regulations and the domestic value-added of China’s industrial exports is of great significance to the effective implementation of environmental regulatory policies and the improvement of domestic value-added ratio.This article theoretically explores the mechanism of environmental regulation on the domestic value-added ratio of exports.Environmental regulation mainly affects the domestic value-added ratio of exports through two ways: cost effect and innovation effect.The cost effect increases the production cost of the enterprise,reduces the productivity of the enterprise,is not conducive to the improvement of product quality,and weakens the competitiveness of the enterprise;the innovation effect can force enterprises to carry out technological innovation and apply new technologies to the production process,thereby improving production efficiency and quality,improving the competitiveness of enterprises.The superposition of the cost effect and innovation effect of environmental regulation affects the competitiveness of domestic intermediate inputs in the market,and then affects the domestic value-added rate of exports.Based on the panel data of 270 prefecture-level cities in China from 2003 to 2018,this paper constructs a dynamic panel model,and empirically tests the impact of environmental regulation on the domestic value-added ratio of China’s industrial exports by using the generalized moment estimation(GMM)method.It is found that during the sample period,the intensity of environmental regulation has a non-linear impact on the value-added ratio of domestic exports.With the increase of environmental regulation intensity,the value-added ratio of domestic exports has a U-shaped relationship,which is still robust after being exchanged for different indicators of environmental regulation intensity.Furthermore,through the study of regional division,it is found that the impact of environmental regulation on the domestic value-added ratio of export in the eastern and central regions is consistent with the overall results,but it is not significant in the western region.In addition,the intermediary effect model is used to test the influence mechanism,and it is found that innovation is an important channel for environmental regulation to influence the domestic value-added ratio of export.The enlightenment of this paper lies in: China should continue to adhere to and increase the intensity of environmental regulation,give full play to the innovative effect of environmental regulation,promote technological progress of enterprises,improve product productivity and product quality,and enhance the competitiveness of Chinese products in the intermediate input market;While implementing the environmental regulation policy issued by the central government,local governments should formulate targeted environmental regulation policies according to local development characteristics,so as to play a role in promoting the export domestic value-added ratio;Optimize the structure of foreign capital introduction and encourage local enterprises to upgrade their industries;Promote scientific and technological innovation and improve the quality of human capital. |
