Over the past 40 years of reform and opening up,the scale of my country’s manufacturing exports has continued to expand,but the extensive economic growth model has intensified the destruction of the ecological environment.Although environmental governance has made staged progress,the export characteristics of "low added value and low price" still face severe risks of trade sanctions.The implementation of environmental regulations can not only gradually reduce the loss of resources and environment in the region,but also force enterprises to carry out technological innovation,and achieve sustainable economic development and the improvement of export quality through the intermediary role.Existing studies have paid attention to the impact of environmental regulation on export quality upgrading and the impact of Chinese enterprises on the global value chain,but there are more studies on the industry and enterprise levels,and less on provincial and regional studies,and the conclusions of the studies are also not yet unified.Based on this,this paper empirically tests the intermediary effect of green technology innovation on the impact of heterogeneous environmental regulation on the quality of manufacturing export products and its spatial differences based on the technical complexity measurement index of export product quality.The innovation of this paper lies in that,firstly,the traditional export trade unit value corrected by technical complexity is used to calculate and estimate the quality indicators of export products in my country’s provinces,so as to understand the development status of the quality of export products in my country’s manufacturing industry;secondly,this paper uses 30 samples 14 years of provincial panel data,to explore the intermediary role of green technology innovation on the quality of export products under the background of different types of environmental regulation policies,and explore the differences in the impact of different regions;thirdly,this paper analyzes the heterogeneity through the spatial Durbin model The spatial spillover effect of environmental regulation on the quality of provincial export products.turn out:(1)There are differences in the mediating effects of different types of environmental regulations on the quality of export products.Green innovation plays a positive partial intermediary role in the impact of investment-based environmental regulation on the quality of manufacturing export products,while green technology innovation cannot play a role in cost-based environmental regulation to improve the quality of manufacturing export,and the collection of sewage charges cannot fundamentally solve the problem.question.(2)Regional heterogeneity exists in the impact of environmental regulation on the quality of manufacturing export products.For investment-oriented environmental regulation,the policy has a significant impact on the quality of export products in the eastern region,but not in the central,western and northeastern regions.For cost-based environmental regulation,the policy only has a significant negative impact on the quality of export products in the Midwest and Northeast regions.(3)Fee-based environmental regulation has a negative spillover effect on the development of export product quality.The direct and indirect effects of cost-based environmental regulation exist significantly,and the direction of impact on the quality of export products is opposite.The influence direction of the direct effect is positive,and the influence direction of the indirect effect is negative.Highly polluting manufacturing companies tend to relocate to provinces with weaker environmental regulations to avoid long-term pollution discharge fees.As a result,the province’s green technology innovation motivation will be insufficient,and the development of the quality of its export products will be unfavorable.The results show that the setting and implementation of my country’s environmental regulatory policies still need to be improved.At this stage,environmental regulatory policies can be set according to local conditions,focusing on "ecological compensation" for surrounding areas,and realizing multi-regional environmental protection,green technology research and development,and manufacturing export products.Coordinated development of quality upgrades. |
