Research On PPP Partnership Of Ecological Governance In China From The Perspective Of Public Participation

Ecological govemance projects have attracted more and more local governments’attention with their excellent greening functions and high public welfare attributes.However,due to insufficient govemment financial capacity and low retum on investment,such proj ects have greater resistance in the process of advancement.With the gradual promotion of the PPP model in China,local govemments,in order to better shoulder the responsibility of providing satisfactory public products and services to the people,support and encourage social capital to cooperate with the government through the PPP model to accelerate the implementation of ecological governance projects Enhance the happiness of the people.The promotion of the PPP model in my country pays attention to the tool attributes of the project,ignores the construction and maintenance of partnerships,neglects the status of the public as the main body,and lacks public participation,which makes the ecological governance PPP project gradually deviate from its essence.The gestation,construction and maintenance of partnerships are inseparable from public participation,and the public’s influence on partnerships determines the success or failure of PPP projects.Under the background of promoting the overall green transformation of economic and social development,improving the modern environmental governance system,improving the public supervision and reporting feedback mechanism,and guiding social organizations and the public to participate in ecological governance,based on the poly centric governance theory,stakeholder theory and relational contract theory,and on the basis of literature research,case analysis and comparative study According to the idea of combining comparative study with system analysis,this paper studies the problems in the PPP partnership of ecologi cal governance in China;Then from the perspective of public participation,this paper analyzes the incubation period,construction period and maintenance period of the partnership,and expounds the content and role of public participation in different periods of the partnership.Combined with the situation of public participati on in the typical cases of ecologi cal governance PPP projects in China,it is found that deputies to the National People’s Congress and members of the Chinese people’s Political Consultative Conference are one of the main bodies of public participation,It can play an important role in PPP,and public participation can mediate conflicts in partnership;Thirdly,it points out the problems of public participation in the whole life cycle of partnership,such as unclear definition of public subject,low degree of participation,lack of public participation in dispute resolution and so on,and analyzes the reasons behind the problems,including the insufficient protection role of laws and regulations,the lack of public awareness of the whole life cycle of partnership,the lack of public participation in the whole life cycle of partnership,the lack of public participation in the whole life cycle of partnership and so on The government and social capital have insufficient understanding of the role of public participation;Finally,by strengthening the legislation and defining the ways of public participation,we can clarify the dominant position of the public in the ecological governance PPP partnership,strengthen the public participation in the incubation period,construction period and maintenance period of the partnership,improve the weight of public participation in the performance appraisal system,and play the role of public participation in the supervision and mediation of the partnership.
