The local government is the first responsible person for the protection of the ecological environment,and also an important subject to promote the sustainable development of the ecological environment.Both the market and the government have their own shortcomings in the treatment of ecological and environmental pollution.The market cannot ensure the performance in the treatment of ecological and environmental pollution,and the government’s excessive emphasis on the economy may also lead to the situation of "policy distortion".The continuous occurrence of ecological pollution events shows that when ecological environmental governance becomes an important factor restricting economic development,the public’s physical and mental health will be affected,and the crisis events caused by the public will continue to develop.According to the research,public participation in government ecological environmental governance can effectively make up for "government failure" and "market failure".The Yangtze River Economic Belt covers a wide range of areas and is a pilot demonstration zone for ecological progress.Local governments’ efforts to improve the ecological environment in the belt are representative of those in China.Therefore,this study focuses on the impact of public participation on government ecological environment governance in the Yangtze River Economic Belt,demonstrates the relationship between public participation and government ecological governance,provides targeted suggestions for broadening public participation methods,and helps the government improve the effect of ecological environment governance and promote the high-quality development of the ecological environment.This study follows the idea of "building a scientific framework based on theory,designing reasonable indicators,analyzing the relationship between the three,and proposing countermeasures".Firstly,this paper expounds the actual background,systematically sorts out the relevant literature at home and abroad,and puts forward the central question of this study: Can public participation affect the government’s ecological environment governance? What are the mechanisms and effects of the impact? Secondly,the three core concepts of public participation,government ecological environment governance and public participation in government ecological environment governance are defined,and the collaborative governance theory,commission-agency theory and public participation ladder theory are drawn on.Thirdly,this paper explores the practical process of public participation in influencing government ecological environment governance in China,studies the theoretical basis between the two,constructs an analytical framework for public participation in influencing government ecological environment governance,and consolidates the theoretical and practical foundations for subsequent empirical research.Then,we use the panel data of 11 provinces(cities)in the Yangtze River Economic Belt from 2010 to 2020 to conduct empirical analysis,and specifically investigate the impact of public participation on government ecological environment governance from the perspective of whether there is a mesomeric effect in the level of government environmental regulation and whether there is a lag effect in public participation.And the government’s ecological environment governance is specifically divided into air pollution governance,water pollution governance,garbage pollution governance,and soil pollution governance.The specific impact of public participation on the government’s four types of pollutant governance is tested,and research conclusions are drawn and targeted countermeasures and suggestions are proposed.The main conclusions of this study are as follows:(1)Public participation has a positive and forward direction effect on the government’s eco-environmental governance effect,that is,public participation is conducive to improving the government’s energy conservation and emission reduction,and improving the quality of eco-environmental governance.(2)Different ways of public participation have different effects on the government’s ecological and environmental governance,and there is a lag in public participation.(3)Government environmental regulation level plays a partial intermediary role in public participation and government ecological environmental governance,that is,public participation affects government ecological environmental governance with the help of government environmental regulation level.(4)Public participation has different effects on ecological and environmental governance by different governments.There are two innovations in this research: first,the research content instead of selecting a single pollutant as the government’s ecological environment control index.The second is the research method.At present,domestic researches on public participation in government ecological environmental governance mainly explain theoretical issues through qualitative methods,and lack the combination of qualitative analysis and quantitative analysis.There are also shortcomings in this study: the correlation between the two variables selected in this study is obvious.At the same time,the results of sample selection lack a macro perspective,and the explanation of the research topic is not enough.In terms of index construction,public participation,as an independent variable,mainly considers the influence of this group and the government itself.External factors,such as the system problems in neighboring areas,the actions of the public and the ecological environment effect,will affect the degree of public participation,and whether other factors have other influences remains to be considered.
