Research On Public Participation Mechanism Of Ecological Environment Governance In Reservoir Drawdown Area

The reservoir drawdown area is located in a special location and rich in resources.The residents of the reservoir area are highly dependent on the resources of the riparian area.The phenomenon of occupying and damaging the reservoir drawdown area occurs from time to time,resulting in the deterioration of the ecological environment of the reservoir riparian area.At present,the ecological environmental governance of the reservoir water-level area mainly adopts the top-down joint law enforcement by the government,and the bottomup collaborative governance by the responsible subjects of the water-level area.The lack of effective public participation mechanism,the lack of integration of the public participation forces,and the ecological governance of the reservoir water-level area is not significant.However,the current research on the ecoenvironmental governance of reservoir water-level fluctuation area with public participation is relatively weak,mainly focusing on the importance and influencing factors of the eco-environmental governance of reservoir water-level fluctuation area with public participation,and lack of systematic research from the perspective of the components of the mechanism of public participation.Therefore,this paper systematically explores the operation mechanism of the public participation mechanism in the ecological environment governance of the reservoir fluctuation area from the main body of public participation,the scope of participation,the way of participation,information communication and interest coordination and other elements of the public participation mechanism.This paper mainly uses empirical research methods such as case study method and questionnaire survey method to investigate the public participation mechanism of ecological environment governance in the reservoir area from the perspective of participatory governance,taking the ecological environment governance in the drawdown area of L section of Y reservoir as an example,from the dimensions of participation subject,participation scope,participation approach,information communication and interest coordination.The study found that the government is still dominant in the ecological environment management of the reservoir fluctuation zone and has achieved preliminary results.However,the mechanism of public participation is not perfect,and there are shortcomings such as insufficient force of public participation,narrow scope of participation,unobstructed ways of participation,insufficient information disclosure and feedback of public participation,and fragmented structure of public participation interests.The main reasons lie in the weak cultural atmosphere of participatory governance,the imperfect external institutional environment of public participation,the lack of unified information communication platform and the imperfect coordination mechanism of public participation interests.It is suggested to further improve the mechanism of public participation in the eco-environmental governance of reservoir fluctuation zone by integrating all parties,optimizing the external institutional environment,expanding the scope and channels of participation,improving the efficiency of information communication,perfecting the interest coordination mechanism and increasing the investment in governance.
