Research On Emergency Management Of Nanning Rail Transit From The Perspective Of Crisis Life Cycle

Urban rail transit can meet the travel demand of passengers,save urban land resources and reduce ground noise.Now it has become the first choice for public travel.The opening and operation of Nanning rail transit has brought great vigor and vitality to Nanning,effectively driven the commercial development around the subway,and improved the development energy of Nanning.However,urban rail transit dominated by subway is vulnerable to public health events,public safety events,accident disasters,natural disasters and other emergencies.If the event is not effectively handled,it will cause huge economic losses and social impact,which is closely related to its characteristics such as dense population,closed space,complex system and wide correlation.For emergencies,by establishing an effective response mechanism and adopting emergency management means,the safety of public life and property can be effectively maintained and the impact of the incident can be reduced.Therefore,the emergency management of urban rail transit emergencies is becoming increasingly important.Taking Nanning rail transit as an example,this paper explores the emergency management of Nanning rail transit emergencies using the theories of crisis life cycle and public governance.Through literature research,interview and other research methods,this paper deeply understood and analyzed the current situation of emergency management of Nanning rail transit,and selected two typical emergency management events that have occurred in Nanning rail transit as case studies.Then,based on the perspective of crisis life cycle,the existing problems of Nanning rail transit emergency management were analyzed.In the analysis of the problems,it was found that: in the brewing period,the scope of Nanning rail transit emergency early warning was not comprehensive and the monitoring was not in place;In the outbreak period,Nanning rail transit plan system is not perfect,emergency drills are not formal,emergency response teams and managers are not professional enough,and social participation in the construction is lacking;In the diffusion period,Nanning rail transit emergency information communication is not smooth and psychological relief is lacking;In the recovery period,Nanning rail transit emergency response assessment was insufficient and the fund guarantee mechanism was not established.This paper is based on the basic idea of raising problems,analyzing problems and solving problems.After finding the above problems,it compares and analyzes the emergency management experience of metro at home and abroad,and finds out the beneficial experience suitable for the emergency management of Nanning rail transit.From the perspective of the crisis brewing period,crisis outbreak period,crisis diffusion period and crisis recovery period of the crisis life cycle theory,specific emergency management suggestions such as improving the emergency early warning mechanism,improving the emergency plan system,strengthening the practical emergency drill,improving the professional level of emergency management,strengthening the participation of social forces,unblocking the information communication mechanism,establishing the emergency response evaluation mechanism and improving the fund guarantee mechanism were put forward accordingly,with a view to improving the emergency management capacity of Nanning rail transit.
