Research On Emergency Management Of Urban Rail Transit Emergencies In My Country

With the rapid development of China’s economy and the acceleration of the urbanization process,the number of motor vehicles surges,the total amount of urban road traffic tends to saturation,and the urban traffic problems become increasingly obvious.As the backbone of public transportation in big cities,urban rail transit plays an important role in urban operation.While urban rail transit brings great convenience to our life,it also hides various safety hidden dangers around us.Confined space,dense passenger flow,large amount of equipment and facilities,and complex technology make the occurrence probability of urban rail transit system emergencies increase greatly.In recent years,various emergencies in urban rail transit have been reported one after another all over the country.If the occurrence of urban rail transit emergencies cannot be dealt with in a timely and effective manner,it is bound to cause personal and property losses,and even cause adverse social impact.Therefore,the study of emergency management in the process of urban rail transit operation is of great significance in today’s urban development.In order to avoid the interference of various urban rail transit in different regions,this paper takes Dalian metro as the research base point.Due to the late start of emergency management in China,the research on emergency management of domestic urban rail transit system is insufficient,and the research on emergency mangement of Dalian metro is even more rare.Although Dalian metro has a history of five years,emergency management has been gradually improved in the aspects of emergency plan,emergency operation mechanism,emergency management system and legal system construction through subway emergencies,but at the same time,there are still some areas to be improved.So in this paper,based on public governance theory and new public management theory,crisis management theory,using literature research,case analysis,investigation method,comparison analysis and other methods to concrete analysis and research the status quo of dalian metro emergency management,and combining with our country "one case SanZhi"emergency management system,the dalian subway at present the analysis of existing problems of emergency management,respectively from the aspects of contingency plans exist corresponding contingency plans content is not comprehensive,drill problems such as not enough importance;In the management system,here’s a little problem,such as lack of basic work of emergency management,incomplete linkage mechanism of emergency response and low quality of employees.There are loopholes in the prevention and early warning in the operation mechanism,and the awareness of crisis and danger is not strong.At the legal level,there are also some problems in the publicity and implementation of relevant laws and regulations.Based on the analysis of the dalian subway for the existing problems in emergency management,aiming at the above problems were summarized for reference foreign metro,the New York subway in Tokyo,Japan and domestic Beijing metro,Shanghai metro in emergencies emergency management advanced experience,put forward the improving emergency plan system,strengthening plan operability,refined,optimization of emergency plans,strengthening emergency plan drills,etc.;Improve the linkage ability among emergency organizations,strengthen the construction of emergency rescue forces,adhere to the emergency principle of "prevention first,prevention department simultaneously",regular emergency training,improve the overall quality of personnel;Improve the emergency monitoring and early warning system,establish emergency management information system,integrate social resources,respond to emergencies,strengthen emergency resources preparation and management,etc.The countermeasures to strengthen the emergency management of Dalian metro are as follows:national guidance,detailed regulations,law popularization and measures to strengthen the safety education of urban rail transit.This paper aims to improve the emergency management system of Dalian metro and improve the emergency management and disposal ability of Dalian metro.
