Abstract/Summary:
Although the offshore wind power project has significant economic and social benefits,its proximity to the navigable waters will create permanent obstacles to navigation after completion,which will have a significant impact on the safety of ship navigation in nearby waters.That may even cause ship collisions between merchant vessels and maintenance ships in wind farm,resulting in heavy casualties and economic losses.In order to study the navigation safety of sea routes neibouring wind power projects,this thesis comprehensively and systematically analyzes the factors affecting the navigation safety according to the characteristics of offshore wind power project.Also,establish an evaluation index system by selecting factors such as hydrometeorology,traffic environment,navigable vessels and safety guarantees.On this basis,the DEMATEL-ANP method is applied to the field of navigation safety evaluation of sea routes neibouring wind power project for the first time.According to experts questionnaire,the comprehensive influence matrix between indicators is calculated by the DEMATEL method,the network structure of the index is sorted out by the ANP method,the global weight is obtained by calculation,and then the combined weight is obtained by the mixed weight.Finally,the center of gravity method of comprehensive fuzzy evaluation is used to evaluation of the system qualitatively,quantify the navigation safety level of sea routes neibouring wind power project,and analyze the indicators that have a great impact on navigation safety.By selecting the sea routes neibouring the Bozhong No.3 offshore wind power project in Shandong as an example,the results show that the model and method can evaluate the navigation safety level of sea routes neibouring wind power project objectively,and calculate that the navigation safety of ships in the selected waters is at "comparatively high" level.According to the analysis of mixed weights,focusing on analyzing and supervising the indicators including the distance between the wind power project and the nearby route,the width of the nearby sea routes,the traffic flow and the maritime supervision,it can improve the safety level of navigation of sea routes neibouring wind power projects effectively.
