With the vigorous development of the national economy,China's shipping industry is also developing rapidly,the number of ships is increasing,more and more ships are berthed every day,the number of ships sailing in waterway waters is also increasing,the ship encounter rate is increasing.Because of the complex environment in the waterway,the width,depth and navigation aids of the waterway are very limited,the navigation environment in the waterway is becoming more and more complex,resulting in more and more accidents in the vicinity of the waterway,bringing great losses to the safety of life,property and marine environment at sea.Many experts have studied the navigation safety of waterway waters,but they often focus on a certain aspect of the study,without considering the mutual influence between the evaluation factors.Therefore,it is necessary to evaluate the navigation safety of waterway waters from a comprehensive perspective.In view of the navigation safety in waterway is a system consisting of many factors such as human,ship and environment,and each factor has a certain degree of correlation,so the network analysis method and fuzzy comprehensive evaluation are used to construct the water navigation safety assessment model based on fuzzy analytic network process.Firstly,according to the theory of maritime traffic engineering and the opinions of experts,the study is carried out from three aspects:human,ship and environment.The influencing factors of navigation safety in waterway are analyzed comprehensively.The evaluation index system of navigation safety in waterway is constructed,and the quantitative criteria of evaluation index are standardized.Then,a two-to-two comparison matrix is established based on the network analysis method,and triangular fuzzy numbers are introduced to integrate expert opinions to overcome the subjectivity of human beings and determine the weights of the factors.The fuzzy comprehensive evaluation method is used to establish the navigation safety evaluation model of waterway waters.Finally,through the evaluation of the navigation safety of Tianjin Port's main waterway,the final evaluation result is "general risk",which verifies the feasibility and effectiveness of the evaluation model,and provides a new research idea for the navigation safety evaluation of waterway.
