Research On Industrial Carbon Emission Reduction Policies In Shanxi Province Under The "Dual Carbon" Goal

In the context of global warming,China’s government has proposed a "double carbon" goal to build a resource-saving and environment-friendly society.Shanxi is one of the important fossil energy bases in China,which plays a pivotal role in ensuring energy supply and energy security.Shanxi Province as a traditional energy province,the current economic development of the sloppy,high carbon,energy consumption indicators,energy carbon emissions indicators higher than the national average level.Industry,as the main pillar of Shanxi’s national economy,is also the main source of carbon emissions in Shanxi.The paper firstly reviews the development history of Shanxi industry and the evolution of its policies over time,compares the contents of Shanxi industry’s policies for carbon emission reduction,and summarizes the main influencing factors of Shanxi industry’s carbon emission reduction policies at the present stage as energy conservation,low carbon technology,energy structure transformation,and carbon market,and then designs the influencing factors into the LEAP(Low Emission Analysis Platform),the influencing factors are designed into the model and the policy scenarios are simulated.By comparing the carbon emission reduction effects of each scenario and ranking them:carbon market policy scenario>structure optimization policy scenario>carbon emission reduction technology promotion policy scenario>energy conservation policy scenario>baseline policy scenario.Considering the national policy and the low-carbon goal of Shanxi Province,the analysis of the paper shows that the carbon market policy peaking scenario is more suitable for the development of low-carbon industry in Shanxi Province.In order to better achieve the "double carbon" development goal of Shanxi Province,a series of measures are needed to promote the development of low carbon level,including the establishment of carbon emissions trading and carbon tax,optimization of energy structure,promotion of low carbon technologies and control of total coal consumption.
