Ecological civilization is one of the five major civilizations in China.In the face of the severe situation of tight resource constraints,serious environmental pollution and ecosystem degradation,it is urgent to establish the concept of ecological civilization of respecting,conforming to and protecting nature.The construction of ecological civilization should be put in a prominent position and integrated into all aspects and the whole process of economic construction,political construction and cultural construction.Waste classification and treatment is a path of sustainable development,It is an important part of promoting the construction of ecological civilization.In recent years,governments at all levels have actively formulated classification policies,promoted the process of waste classification and treatment,increased publicity,effectively implemented and implemented the implementation of waste classification and treatment,and achieved certain results.However,from the current point of view,the classification and treatment of urban domestic waste in China has not yet reached the desired state.The main reason is that there are still some problems in the process of multiple treatment subjects participating in waste classification and treatment.From the perspective of public management,this paper investigates the current situation of classified treatment of urban domestic waste in Zhangjiagang City by constructing a theoretical model of classified treatment of waste,preparing the corresponding questionnaire and interview survey,and analyzes the survey results.Through research and analysis,it is found that during the implementation of waste classification and treatment in Zhangjiagang City,there are some problems,such as the difference in the effect of government participation in waste classification and treatment,the low enthusiasm of residents to participate in waste classification and treatment,the lack of ability of market players to participate in waste classification and treatment,and the absence of the function of non-governmental organizations to participate in waste classification and treatment.On this basis,the author summarizes the advanced experience of waste classification and treatment in Japan and Germany,combined with the advanced practices of waste classification and treatment in developed areas such as Shanghai,and draws lessons from the experience of optimizing the fixed-time and fixed-point delivery mode,improving administrative punishment measures,and strengthening residents’ awareness of independent classification and treatment.Finally,starting from the four governance entities of government,residents,market entities and non-governmental organizations,this paper puts forward some countermeasures and suggestions for the Classified Governance of urban domestic waste in Zhangjiagang City,and provides theoretical support for comprehensively promoting the co governance of domestic waste classification by multiple entities,hoping to promote the Classified Governance of urban domestic waste in theory.
