The Study On The Management Of Municipal Household Garbage Classification In Shenyang

With the continuous advancement of China’s economy and society,the amount of urban domestic waste is also rising sharply,which brings about a series of "garbage siege" urgent situation,which has become a social problem and environmental issues that plague urban development,destroy the ecological environment,and affect residents’ lives.Reducing the amount of garbage output and realizing the recycling and harmlessness of garbage have become the fundamental requirements for urban environmental construction.How to deal with urban domestic garbage and create a suitable living environment for urban residents has become an important issue that the Shenyang municipal government urgently needs to solve.In 2012,since Shenyang began the pilot project of waste sorting,it gradually expanded the scope of the pilot.It is estimated that by the end of 2018,the number of waste sorting pilot plots will reach 350.However,in the actual governance process,it is found that there are some problems,such as incomplete system of garbage classification,incomplete implementation of garbage classification policy,low level of resource utilization,and low awareness of residents’classification.There are four reasons for the analysis of the problem.The government pays insufficient attention,weak operability of the sorting policy,the governance process lacks market-oriented operation and the classification of urban domestic waste is not in place.Therefore,in order to solve these problems,first of all,it must give full play to the government’s dominant position in the classification of waste,and overall planning and unified layout of waste separation work.Secondly,waste classification should be realized.Industrialization development,and actively play a regulatory role in the market.Thirdly,it is needed to mobilize community and other social organizations to expand the impact of waste classification.Finally,it is necessary to vigorously popularize the knowledge of garbage classification and create an atmosphere of participation by all people.Only by adopting a multi-party linkage governance model can we continuously promote the classification and management of urban domestic waste.
