The improvement of farmers’ livelihoods cannot be separated from the ecological environment,but at the same time,it will have an impact on the sustainability of the ecological environment and ecological governance.Scientific research on the harmonious relationship between farmers’ livelihoods and ecological governance is the basis and prerequisite for the healthy development of both.Baise City of Guangxi Zhuang Autonomous Region is an important area for the construction of ecological civilization in China,and also a relatively backward area for economic development in China.The local people generally have many problems such as difficulties in production and living,slow economic development and serious poverty problems.This paper studies the relationship between ecological management and farmers’ livelihoods in Baise City,Guangxi,which is important for exploring the "win-win" path of coordinated development of ecological management and farmers’ livelihoods in Baise City and promoting the sustainable development of Baise City.China is a large agricultural country,and Baise City,Guangxi is a large agricultural city,and agricultural development plays an important role in regional development.Most farmers depend on natural resources development to ensure their survival and development needs,and over-exploitation of natural resources will put great pressure on the ecological environment and intensify the conflict between human and ecological environment.Although ecological management has improved the local ecological environment to a certain extent,it still has some negative effects on local farmers.For example,the reduction of farmers’ arable land,the ban on cutting down trees,and the increase of wildlife causing harm.Therefore,in order to effectively improve the efficiency of ecological management and maintain the results of ecological management in the long term,it is necessary to coordinate the relationship between ecological management and farmers’ livelihoods,solve the conflicts between them,and ensure the sustainability of farmers’ livelihoods in the process of ecological management implementation.This paper focuses on the coordination between ecological management and farmers’ livelihoods in Baise City:First,it is found that the implementation of ecological governance in Baise City will both favorably affect and threaten the livelihoods of farmers to some extent.From the results of the questionnaire,it was found that the overall awareness of ecological management policies among farmers in Baise City is still insufficient,and most farmers are reluctant to actively participate in local ecological management because of the influence of their livelihood level,and they are not very active in participating on their own,which has affected the local ecological management process to a certain extent.Second,based on the research data,the coupling and coordination between ecological governance and farmers’ livelihoods in Baise City was analyzed,and the results showed that the coupling and coordination between farmers’ livelihoods and ecological governance in Baise City were at a high level and an intermediate level,and the overall coordination level was not high.Third,the coordinated development of ecological governance and farmers’ livelihoods in Baise City still faces some difficulties,mainly including: ecological governance and farmers’ livelihoods are "double trapped";local financial resources are tight,and ecological compensation can hardly meet farmers’ interests;farmers’ willingness to participate is not strong,and the awareness of ecological governance policies is low;inter-departmental coordination is not sufficient,and supervision and enforcement are not in place.Inadequate inter-departmental coordination and inadequate supervision and enforcement.The main reasons for the above dilemma are: the low level of farmers’ livelihood capital,the disconnect between ecological policies and farmers’ needs;the inadequate local financial system and the imperfect ecological compensation mechanism;the lack of transparency in the implementation of ecological governance policies and the weak awareness of farmers in ecological protection;the inadequate coordination and linkage mechanism of departments and the lack of supervision and law enforcement capacity.Fourth,the conflict between ecological governance and farmers’ livelihoods will seriously restrict the sustainable development of ecology and economy in Baise City,so it is especially necessary to explore the coordinated development path between ecological governance and farmers’ livelihoods.Firstly,we should improve the livelihood level of farmers,promote the transfer of employment of farmers,improve the public consultation mechanism,and formulate ecological governance policies that are in line with public opinion;secondly,we should improve the local financial system,improve the ecological compensation mechanism,and promote the construction of ecological civilization;thirdly,we should strengthen information disclosure and education,raise the awareness of farmers in ecological governance,and mobilize the enthusiasm of farmers to participate in ecological governance;finally,we should improve the coordination and Finally,improve the coordination mechanism of government departments,strengthen the capacity of supervision and law enforcement,form a strong ecological governance synergy,and promote the process of ecological civilization construction in Baise City.
