Research On The Impact Of Environmental Policies On Urban Green Development Level In Heilongjiang Province

The report of the 20 th National Congress of the CPC proposed to promote green development and harmonious coexistence between man and nature,which is the basic condition for human survival and development.Respecting,adapting to and protecting nature are inherent requirements for comprehensively building a modern socialist country.In the context of changing the urban development mode and gaining popular support for green concept,in order to reduce the negative environmental externalities brought by urban development,exploring the impact of environmental policies on urban green development and analyzing the impact mechanism of environmental policies on urban green development level have important theoretical and practical significance for improving environmental policies and promoting urban green sustainable development.The research content of this paper mainly includes: First,based on the research background and combined with the research object,the paper summarizes and analyzes relevant domestic research literature,elaborates relevant concepts and theoretical basis,explains the influence mechanism of environmental policies on the level of urban green development,and lays a theoretical foundation for the analysis of environmental policies to improve the level of urban green development in Heilongjiang Province.Secondly,it analyzes the development stages and main types of environmental policies in Heilongjiang Province.Based on the analysis of the current situation of Heilongjiang Province’s environmental policy,combined with the resources and economic basis of Heilongjiang Province’s urban green development,this paper deeply analyzes the main problems existing in Heilongjiang Province’s environmental policy and urban green development.Thirdly,the index evaluation system of Heilongjiang Province’s urban green development level is constructed on the basis of macroscopic,guiding and balanced principles.Using the super efficiency SBM-GML model,the urban green development level of Heilongjiang Province was calculated from static and dynamic dimensions.Through text analysis,taking environmental policy intensity as explanatory variable,this paper empirically analyzes the impact of environmental policy on the level of urban green development in Heilongjiang Province.Fourthly,combined with the current situation of environmental policies in Heilongjiang Province and the results of empirical analysis,this paper puts forward some suggestions to improve the level of urban green development by improving environmental policies in Heilongjiang Province from five aspects: scientific and reasonable designation of environmental policies,improvement of market mechanism and system,strengthening of public participation,strengthening of information disclosure system construction,strengthening of combination and complementarity of environmental policy tools.
