Research On The Public Policy Of Green Development Of Mining Economy In Hunan Province

Hunan is rich in mineral resources,has a good metallogenic conditions.Mining is already a basic and pillar industry in Hunan,Mining economy has a significant impact on the development of Hunan.At present,Hunan is at an important stage of accelerated industrialization,In the long period of time in the future,the steady economic growth for Hunan will depend on the adequate use of mineral resources.However,the layout of mining enterprises in Hunan is irrational and the development concept is behind.The development mode of expansion of mineral resources production capacity results in the inefficient consumption of huge amounts of mineral resources,and the contradiction between the demand and supply of mineral resources continues to grow.In addition,extensive resource exploitation patterns also cause serious ecological damage,Due to lack of social responsibility of mining enterprises,the social conflicts in mining areas becomes increasingly acute.This threatens the construction of ecological civilization in Hunan,influences the process of building Green Hunan,does harms to the harmony and stability of economy and society in Hunan.Green development can solve various problems caused by traditional mining development models,therefore,it is necessary for the government to guide the green development of the mining economy through the formulation and implementation of public policies.In this paper,collecting and collating the public policies designed by the provincial government of Hunan Province on the green development of the mining economy.Through analysis,we find that the work of the green development of the mining economy has received increasingly attention from the government.The designers of public policies for green development of the mining economy tend to be diversified.Public policies are also rich in text types.Because of the influence of the public policies on green development of the mining economy,three types of the public policies issues have been effectively improved.But there are also some problems in these public policies,the specific problems are as follows:The existing public policies are not well-targeted,The relevant policies have low legal efficiency,The lack of deep cooperation among policy-making subjects,The lagging of policy formulation process,The operability of public policies is not strong,The policy system is incomplete.Therefore,based on governance theory and principal-agent theory,this paper make suggestions that optimizing the public policies for green development of mining economy,to formulate public policies specifically targeting thegreen development of the mining economy,to improve the legal effectiveness of the policy,to establish a deep cooperation mechanism for policy-making subjects,to establish a complete policy assessment monitoring mechanism,to improve policy operability,to consummate formulation of related policies.
