Research On The Enforecment And Senery Of China’s Environmental Policy

With the process of reform and opening up, China’s economic has achieved rapid development, making people excited and shocked. But the cost paid for it is extremely heavy, which caused ecological destruction and environmental pollution. How to achieve scientific and sustainable development is very significant. Based on this, retrospect the evolution of our country’s environmental policy, researching the policy’s legislation and synergistic effect will have profound significance. It will improve the effect of environmental protection and governance effect, meanwhile, having important practical significance and strategic value to realize our country’s better and scientific development.The study is based on the theory of sustainable development and interests of game theory in environmental protection between different parts. After studying the literature of all kinds of policy research, finding that the content analysis is suitable for the study. After this, the research collects our country’s 594 environmental policy from the government’s website as the research sample, establishing different standards, on the basis of the standards, transforming all the policies to the computing data, having the policies’ frequency analysis, ratio analysis, law enforcement efforts analysis and also the synergetic analysis between different environmental policy tools. The finding shows that such problems as poor coordination between policy maker, and environmental policy tools, low law enforcement effects, and not sounding policy operation system are in our country’ environment policy. According to the results, finding the reasons from organizational structure, policy tools designing, and policy-making, policy implementation, and valuation and supervision mechanism after this, giving the suggestions to improve the synergy of environmental policy. Finally, giving the effective and feasible suggestions from the five aspects: establishing sectoral coordination mechanism, establishing supporting mechanisms of policy implementation, perfecting the policy evaluation and supervision system, and improving the synergistic effect of policy instrument.The research lives up to combine the theory and practice, qualitative analysis and quantitative analysis, not only enriching the sustainable development and coordinated development theory, but also offering advantageous reference when the government doing environment management. In addition, it has a certain reference value to improve the implementation effects.
